Request for Proposal
LNG Tank Exterior Painting
Norwich Public Utilities (NPU) is requesting proposals from qualified contractors to repaint NPU’s 55,000 gallon LNG (liquified natural gas) storage tank located at 10-12 Wisconsin Avenue, Norwich, CT. Included in the work is the proper removal and disposal of lead and PCB’s, as described in the attached Remediation Specifications.
The NPU LNG storage tank is cryogenically designed to store LNG inside at -260 degrees F and at 60-65 psig. The tank is a double containment tank, with one tank inside another.
The inner tank, constructed of aluminum, is a pressure vessel, designed to hold LNG at a maximum pressure of 90 psig. The outer tank is a carbon steel support tank. Between the two tanks is an annular space which varies in width from 8 ½” around the outside to 12” at the tank ends. The annular space is filled with perlite granular insulation and then highly evacuated.
In compliance with Occupational Safety and Health Administration (OSHA) requirements, an environmental assessment of the existing tank was performed and the presence of hazardous Polychlorinated Biphenyl (PCB) and Lead levels were detected on the tank surface. Using lead-based paint chip sampling, the paint on the LNG tank and cradle was identified to have greater than 0.50% lead content by weight and is therefore classified as Lead-Based Paint (LBP). Additionally, all painted metal surfaces returned >50 PPM on PCB-containing materials.

B. The monitors shall be placed at the point of maximum environmental impact (usually downwind of the cleaning operation) and other locations of potential public or environmental exposure. Monitors shall be moved to maintain this condition due to shifting wind patterns.
C. For TSP-lead monitoring, emissions in excess of the value attained by the following formula or exceeding 150% of background levels shall be cause to shut down the project until the work activities and/or containment are modified to provide better control of emissions.
D. The above calculation provides an allowance criteria for a 24-hour period. In order to convert this value to an allowance corresponding to the hours worked, do the following:
E. If the emissions are unacceptable at the end of the 5 days of monitoring, or a trend of exceedances is apparent from the 5 days of monitoring, the monitoring shall continue at the contractor’s expense until 5 days of acceptable monitoring limits have been obtained.
F. After the initial 5 days of monitoring, if visible emissions are in excess of the stated duration for 2 days, additional monitoring shall be required for a period of 2 consecutive days of TSP monitoring.
LNG TANK PAINTING
