The quality control check is intended to satisfy the utility of the proper performance of work according to the provisions of these specifications and is not intended to substitute for careful supervision by the Contractor’s own personnel.

For any pole requiring an inspection hole, the original groundline inspection plug shall be bored out and the depth of the inspection hole measured to insure that the pole has been bored as specified in Section 12 of these specifications. Hammer marks should be evident to show that the pole has been adequately sounded.

Any discrepancies will be brought to the attention of the Contractor and corrective action, satisfactory to the utility, shall be taken by the Contractor to remedy the situation before the next quality control. This quality control inspection is not intended to substitute for the Contractor’s own quality control review, but rather to supplement the Contractor’s inspection program.

8. INSPECTION AND/OR TREATMENT – GENERAL

When an excavation is to be done in close proximity to a home or on private property, the property owner shall be notified by the contractor as to the nature of the work. Brush will be removed from around the pole to allow for proper excavation, inspection and/or treatment, unless permission for removal is denied by the property owner. If permission is not granted, the pole will be visually inspected, sounded (if necessary), bored, and treated with fumigant.

Before any work is started, the Contractor shall take all reasonable precautions to insure that there will be no pole failure during the work.

9. VISUAL INSPECTION

The Contractor shall visually inspect poles that are 0-10 years of age. In the visual inspection of each pole, the following items shall be inspected and recorded.

• Pole number

• Original type of treatment

• Species of wood

• Original treatment date (if legible on brand)

• Original groundline circumference

• Reduced groundline circumference

• Condition of shell

• Ant and/or insect damage

• Mechanical damage

• Woodpecker holes

• Defective top

• Broken, split, or decayed crossarms

• Cracks or breaks across the grain

• Loose grounds

• Leaking transformers

• Guy wire condition

• Any other unusual condition

10. VISUAL INSPECTION AND SOUNDING

Poles set in concrete or asphalt, and poles that are less than 10 years old are excluded from excavation under this agreement, unless specifically requested. Such poles shall be visually inspected according to Section 9.

In addition, the Contractor shall hammer sound the pole in circumfluous manner from groundline to as high as the inspector can reach to locate exterior or interior pockets of decay, shake or other defects.

Poles with internal decay shall be treated as specified in Section 13.

11. VISUAL INSPECTION, SOUNDING, AND BORING/PARTIAL EXCAVATION

On poles that have been visually inspected, sounded, and deemed acceptable to this point, with the exception of the poles specified in Section 10 and 11, the crew supervisor will then proceed with the partial excavation. At two (2) groundline locations, the crew supervisor shall push the earth to a depth of 4-6 inches away from the pole. A minimum of one boring (max 3/8” diameter bit) will be made. The boring shall be done at a 45º downward angle and proceed to a depth pass the center of the pole. If boring indicates a decayed or hollow pole, additional borings (maximum 5) shall be taken to determine the extent of the decay pockets(s). Shell thickness shall be determined using a shell depth indicator or equivalent method approved by the utility.

All inspection holes are to be plugged with appropriately sized tight fitting preservative treated wood dowels hammered flush with the pole surface. Care must be taken to ensure that no inspection hole is left unplugged.

The actual circumference of the pole at groundline will be recorded. Deductions shall be made from the original circumference of the pole to account for internal decay pockets, hollow heart, and removal of external decay. The pole shall have sufficient good wood remaining to meet minimum National Electric Safety Code standards. Contractor’s table showing minimum circumference requirements for pole of each species using a pole circumference calculator or tables must be approved by the Utility.

The measured minimum circumference shall be at the point of the greatest decay removal with deductions made to compensate for hollow heart, decay pockets, and external decay. The minimum acceptable circumference will be checked against the loading tables supplied or approved by the utility. Poles below the minimum circumference shall be rejected, marked in the field, and reported (poles with a minimum of 2” shell on distribution and 3” shell on transmission shall be treated. Any pole with less than a 2” shell on distribution and 3” shell on transmission shall be rejected.)

12. FULL EXCAVATION AND GROUNDLINE TREATMENT

If the inspection procedures specified in Section 11 reveal internal decay, the following steps shall be followed:

Excavate around the pole to a depth of 18 inches. The diameter of the opening shall be sufficient to provide adequate working clearance of approximately 10 inches at groundline and 4 inches at the bottom of the excavation.

After excavation has been completed, the pole shall be sounded and bored as described in previous sections.

The surface of the pole below groundline shall be scraped and wire brushed to remove all foreign material and dirt from the circumferential surface of the pole. The actual circumference of the pole at groundline will be recorded. The surface shall be probed for softness and/or external decay, and all loose and decayed wood is to be removed from at least 6” above groundline to 18” below grade surface using a chipping tool or equivalent approved by the utility. Care shall be taken that sound; good wood is not removed or damaged. All loose shaving and decayed pieces shall be removed from the hole and surrounding ground and be disposed of in accordance with accepted environmental practices.

All poles that have been excavated shall have a wood preservative approved by the utility, applied to the pole in accordance with the manufacturer’s directions. The preservative shall be applied from 18 inches below groundline to 3 inches above groundline.

A moisture resistant cover shall be applied over the treated area. The wrap shall be held firmly in place by stapling the overlapping edge and along the top.

13. INTERNAL TREATMENT FOR POLES WITHOUT VOIDS

All transmission and distribution poles, and distribution supply lines without internal voids, but which are scheduled for groundline treatment and poles that cannot be excavated, shall be internally groundline treated with a utility approved fumigant.

Internal treatment shall be by the wood pole fumigant, approved by NPU. Bidder is to indicate the brand and provide a safety data sheet (SDS) with this bid.

Procedure for drilling holes and quantity of fumigant required shall be in accordance with the manufacturer’s recommendations and approved by NPU.

The Contractor shall fill all treatment holes with a treated plug. The plugs shall be tight fitting and shall be driven to within ½” of the face of the pole, but shall not be driven flush with the pole.

The Contractor shall place a date tag specifying the date and type of treatment applied under the pole number or approximately 5 feet above groundline if no pole number exists.

14. INTERNAL TREATMENT FOR VOIDS OR HEART ROT

Poles containing internal voids shall be treated with a hollow heart treatment or a utility approved preservative. The preservative shall be injected into the pole in accordance with the manufacturer’s instructions. Bidder is to indicate the brand and provide a safety data sheet (SDS) with this bid.

15. TREATMENT OF POLES WITH CARPENTER ANT DAMAGE

Evidence of carpenter ant or termite damage is apparent by the following:

• Fresh wood dust on the ground at the base of the pole (usually below a seasoned check)

• Boring around any check that reveals voids in the pole

To treat impacted poles, holes shall be bored alongside the infested area and a utility approved insecticide/preservative shall be injected into the borings in accordance with the chemical manufacturer’s instructions. Bidder is to indicate the brand and provide a safety data sheet (SDS) with this bid.

16. REJECTED POLES

Rejected poles shall be visually checked to determine if they can be reinforced. Poles with serious top defects or without sufficient wood anywhere in the zone from ground line to 26 inches above groundline will be immediately rejected and no further work performed on the pole. If minor defects are obvious, they should be noted on the inspection report for the company’s attention.

If the pole passes the initial reviews, then all rejects will be sounded above ground line and bores to determine the condition of the pole above groundline.

The pole will be bored at ground line and at heights of 15 inches and 26 inches above grade.

Sufficient borings shall be made so all interior decay above ground is located, to determine if the pole is a candidate for reinforcing.

Poles shall be selected for reinforcement if there is sufficient shell thickness to transfer the strength of the steel to the pole. The critical shell thickness shall be checked in the zone from groundline to 26 inches above groundline. If there is less than an average 2 inch shell thickness or less than 2/3 of the original groundline circumference remaining, or if the pole has decay pockets extending more than 1/3 around the pole, or if the decay extends above the height of the reinforcer, the pole shall be rejected.

The Contractor will make a notation on his pole inspection and treating report as to whether the pole can or cannot be reinforced. All reinforceable poles must be submitted to the utility representative for approval before reinforcing is done. All relevant information about the pole will also be submitted at this time.

The utility agent will make the final decision on whether the pole will be reinforced or replaced.

If the utility agent determines that a pole is to be reinforced, all necessary internal treatments shall be applied before any reinforcement measures begin.

The Contractor shall notify NPU control room immediately at 860-823-4158 of any priority rejected poles.

17. INVENTORY AND CLEARANCES

The Contractor will provide to the utility’s satisfaction a detailed inventory of a dressed pole and/or clearances to all appurtenances attached to the pole.

18. COMPLIANCE WITH FEDERAL AND STATE REGULATION

Any container in which any preservative, insecticide or fumigant is stored shall be kept under lock and key when left unattended. Empty preservative/fumigant/insecticide containers shall be removed from the right-of-way and disposed of in accordance with the rules and regulations of all appropriate federal and state agencies.

Label restrictions shall be followed and the application shall conform to the regulations of all federal and state agencies having jurisdiction over pesticide applications.

The Contractor is required to follow all federal and state regulations in the proper use and wearing of any/all safety equipment and clothing (i.e., goggles, aprons, hard hats, etc.)

19. CLEANUP AND BACKFILLING

No debris, loose dirt, rocks, etc. shall be left in the pole area. If any preservative is spilled, it shall be cleaned up immediately.

Excavated holes shall be filled and tamped so as to avoid the possibility of the earth settling and causing a depressed area around the pole. The excess earth should be banked around the pole to allow for settlement.

In grassed areas, the sod should be carefully placed around the pole. Care should also be taken as not to puncture the moisture resistant cover on the pole.

20. TAGGING OF INSPECTED AND TREATED POLES

All treated poles shall be marked with an aluminum disc bearing the Contractor’s company name, date treated, and type of treatment. Rejects shall be marked only as approved by the utility. Damaged or missing pole number tags shall be installed by the inspector. The utility will supply pole numbering material.

If, in the opinion of NPU, the superintendent or any successor proves incompetent, the Contractor shall replace him with another person approved by NPU; such approval, however, shall in no way relieve or diminish the Contractor's responsibility for supervision of the Work.

Whenever the Contractor or its agent or superintendent is not present on any part of the work where it may be necessary to give directions or instructions with respect to such work, such directions or instructions may be given in writing (verbal instructions are not acceptable) by NPU and shall be received and obeyed by the foreman or any other person in charge of the particular work involved.

All insurance policies shall be endorsed to require the insurer to immediately notify NPU of any material change in the insurance coverage that would cause non-compliance with the specific provisions required herein, as well as exhaustion of any aggregate limits.

All liability policies shall contain no cross-liability exclusions or insured versus insured restrictions.

Required limits may be satisfied by any combination of primary and umbrella liability insurances.

Contractor may maintain reasonable and customary deductibles, subject to approval by NPU.
