Technical Specifications
Norwich Public Utilities Greeneville Dam Repair
GREENEVILLE DAM AND CANAL REPAIR
1. SUMMARY OF WORK
It is the intent of Norwich Public Utilities (NPU) to perform maintenance repair work on the Greenville Dam and associated canal that is currently owned and operated by Norwich Public Utilities (NPU) and is located off North Main St. (CT-12) on the Shetucket River in Norwich. The dam is 401 feet long. The East end section is constructed of a stone and masonry core wall, the center construction is wooden cribbed timbers with stone ballast covered with wooden sheathing, and the West end section is a fish lift. The upstream face of the dam is covered by wooden planking with granite coping along the crest, and wooden cribbed spillway along the downstream side. The center portion of the dam is of all wood crib construction. The lowest section is wood crib construction encased in concrete.
The associated canal is comprised of earthen, stone and masonry walls and spillways.
The gatehouse is located at the northern end of the canal and is comprised of stone and masonry canal walls and foundation with wood timber gates and concrete footings. The gate operators are housed in a wood timber construction shelter that sits atop of the foundation.
NPU selects the areas of the dam and canal that need repair on an annual basis. The work required for dam repair comprises removing and replacing the lowest sections of the downstream face and or spillway planking as directed, demolition of existing concrete, replacing underlying cribbing, re-encasing the cribbing in concrete, installing special hold down pins provided by NPU and replacing stone ballast material as required. If the proposed work is on the upstream portion of the dam, a coffer dam system is required.
Work on the down-stream or spillway may not need a coffer dam system.
The work required on the canal includes rebuilding sections of the canal as directed to include repair of canal gates and spillways, stone masonry work, existing concrete, and earthen walls.
NPU repairs approximately 100’ of the dam and 50’ of the canal each year. The bid document refers to in-kind replacement of the timbers and cribbing and concrete. All the replacement materials required for the work will be provided by Norwich Public Utilities and all work performed will be directed by its representative.
Due to the nature of this repair, the work must be performed at low river level conditions and is contingent upon the immediate and long term weather forecast. The contractor’s attention to this condition is of great importance as NPU cannot control the water levels in the river. Upon award of the contract the contractor will be required to be mobilized and ready to commence repair work during the historical time period, July to September.
2. SCOPE OF WORK
Types of Work
The Dam structure: All work necessary to remove and replace the upstream face planking, dam spillway planking, and concrete encased cribbing timbers/with hold-down pins as directed by the NPU designated representative.
To insure the integrity of the dam during the repair work and in the best interest of public safety the contractor shall take emergency actions as necessary. The contractor will need to supply any staging, floating barge, or equipment required to work on the dam and/or canal structures. This work shall include any temporary water diversions, pumping, dewatering operations, sheeting & shoring, sand bagging, and emergency action repairs as necessary.
This work shall include, but not limited to, all the labor, equipment, and tools necessary to complete the work in a manner acceptable to NPU.
Dam spillway & vertical planking repair
This section of the dam is heavily influenced by tidal waters. The contractor must be prepared to work in waders or other appropriate attire.
Deteriorated spillway planking shall be removed as indicated on the drawings or directed by the NPU representative. No more planking shall be removed than can be replaced in one day’s work due to possible damage to the dam if sudden flash flooding occurs. With the concurrence of the NPU represetative, temporary provisions will be accepted for the covering of any open sections of the dam on a daily basis during the repair work.
Spillway planking shall be removed in a manner which will not destroy other structural components of the dam.
After removal of spillway planking, or vertical planking all underlying areas, concrete with hold down pins, cribbing and stone ballast shall be inspected by the NPU representative, prior to replacement of new planking.
Concrete encased cribbing will require demolition using a hydraulic breaker (hoe ram).
At the direction of the NPU representative, underlying concrete and oak cribbing timbers shall be replaced. Cribbing members shall be removed without damaging other members of the dam. Where cribbing timbers extend into the dam the timber shall be cut at a point where the integrity of the timber is acceptable to the NPU representative. The cut shall be a horizontal lap splice cut halfway through the timber extending 18” parallel to provide for attaching of the new timber. The new cribbing timber shall be joined together with steel pins, 20” long x ¾” diameter to the existing underlying cribbing timber. The pinned connection shall be drilled completely through the new crib timber and extend approximately 3” into the existing underlying timber with a 5/8” diameter hole. The ¾” chisel pointed pin shall then be driven into the drilled hole completely. Where the timbers are to be spliced together a lap splice shall be cut similar to the existing timber lap splice.
The splice shall then be drilled and bolted together with ½” x 13” carriage bolts located 12” apart. Once the cribbing has been replaced, concrete will be used to encase the timbers at the direction of the NPU representative. In addition, special hold pins provided by NPU will be used to anchor the top layer of cribbing. These pins will be beveled into the crib to provide a flat nailing surface for the spillway planking.
Stone ballast may be required to be removed and replaced to allow for cribbing repair.
The stone ballast shall be removed and replaced in a manner which will not disturb the existing timbers. Additional stone ballast may also be required at areas of cribbing and planking repair. This ballast shall also be placed in a manner that will not disturb the existing timbers and planking.
New spillway planking shall be installed at all areas where cribbing repair, new ballast placement, and planking removal is required. New planking shall be cut to match the existing length in continuity with the adjacent area of the dam spillway. Planking shall be attached to the underlying cribbing with ½” x 10” square Diamond Head bolt spikes installed to conform to the existing pattern.
3. MATERIALS PROVIDED
Unless otherwise specified, materials for the repair/replacement work shall be furnished and delivered to the site by NPU. The materials supplied by NPU include:
• 3” thick oak planking timbers of various lengths and widths
• 8” x 10” oak cribbing timbers of various lengths
• 10” x 12” oak cribbing timbers of various lengths
