RFQ #26-277 Summary
This is a Request for Qualifications (RFQ) issued by the City of Augusta, Georgia through its Engineering and Environmental Services Department for Central Business District Corridor On-Street Parking and Curb Space Management Services. The City seeks qualified contractors to develop and implement a comprehensive parking and curb management program for Augusta's downtown CBD, which currently contains approximately 620 on-street parking spaces along Broad Street, approximately 1,300 spaces along CBD side streets and perimeter roads, and two public parking decks with roughly 1,400 spaces. The scope of services includes evaluating existing conditions, collecting and analyzing parking occupancy data, conducting stakeholder engagement, assessing parking technology opportunities, developing a curbside management plan, providing financial analysis, reviewing parking policies, and creating a comprehensive parking management implementation plan with revenue projections. Proposers must demonstrate experience within the past five years managing a full-service municipal on-street parking and curb management program meeting at least one of the following thresholds: 2,000 or more on-street paid parking spaces, $5 million or more in annual gross on-street parking revenue, 50,000 or more annual citations issued, or a full-service scope inclusive of enforcement, citation processing, revenue collection, and financial reconciliation. The RFQ is due Wednesday, October 7, 2026, at 3:00 p.m., with an optional pre-qualifications conference on Monday, September 21, 2026, at 10:00 a.m. The RFQ opening will occur publicly on October 7, 2026, at 3:00 p.m. via Microsoft Teams or in-person at the Procurement Department. All RFQ responses must be submitted in one original and one electronic copy on USB drive to Andy Penick, Procurement Director, 535 Telfair Street, Suite 605, Augusta, Georgia 30901.
The evaluation process consists of two phases: Phase I involves prescreening for completeness and conflict of interest (maximum 175 points), with the top three qualified proposers advancing to Phase II, which includes technical evaluation and presentations (maximum 325 points), for a combined maximum total of 500 points. Proposals are limited to forty pages, excluding cover letters, procurement documents, and appendices. Respondents must submit all required exhibits including business license, W-9 form, E-Verify affidavit, SAVE program affidavit, and Minority and Women Owned Business Enterprise (M/WBE) documentation. The contract will be awarded to the most qualified firm based on evaluation criteria including qualifications and experience, organization and resources, references, scope of services quality control, project understanding and past performance, technical approach and schedule, presentation by team, and response to panel questions. The M/WBE Program requirement applies to all bids regardless of dollar amount, with specific goals potentially established if the contract value exceeds $300,000. The Local Small Business Program Preference for this procurement has been waived due to insufficient certified firms available to meet minimum requirements. Upon completion of negotiations with the selected firm, Augusta Commission will approve the award before contract execution.
