About this file

This is a Request for Proposal (RFP) issued by the Charter School Institute School Food Authority, a Colorado-based education consortium, seeking bids for Smart Snack Approved ice cream products for the 2026-2027 school year. The RFP covers four participating charter schools with a combined enrollment of approximately 4,000 students and estimated daily lunch service of 2,200 meals. Requested products include school cones, stick bars, sandwiches, twisters, ice cream cups, juice/slush cups, and ice cream bunkers in varying weekly quantities across the four school sites. Prospective vendors must submit complete bid packages via email to IleneAgustin@csi.state.co.us by May 7, 2026, at 9:00 a.m., with bid awards to be announced by May 22, 2026. The contract term runs from July 1, 2026, through June 30, 2027, with options to renew for up to four additional one-year terms upon mutual agreement. The four participating schools are The Academy of Charter Schools (two locations in Westminster), Pinnacle Charter School K-8 (Federal Heights), and Pinnacle Charter School HS (Thornton).

Bids must be submitted on a firm fixed-price basis with F.O.B. destination delivery terms, with delivery schedules to be arranged between the awarded vendor and each school's food service manager during working hours. Vendors with minimum order requirements must disclose this information in their bids. Award decisions will be based on a point-weighted criteria system prioritizing bid price (21 points), quality and specification adherence (20 points), service and maintenance capability (20 points), delivery and completion record (20 points), and past experience (19 points). The Charter School Institute reserves the right to award to the most responsive bidder meeting outlined criteria, potentially selecting a higher-priced bid if deemed in the schools' best interest. All bidders must submit signed certifications addressing debarment and suspension status, anti-collusion affidavits, lobbying certifications, and vendor information forms. Delinquent deliveries may incur penalties of one percent of the delinquent goods' price for each ten-day delay period, deducted from the accepted bid price.

No oral or telephone proposals or modifications will be accepted. Exceptions or deviations to this bid must not be added to the bidder's proposal pages but must be on the bidder's letterhead and accompany bidder's proposal.

All participating bidders, by their signature, shall agree to comply with all the conditions, requirements, and instructions of this bid as stated or implied therein. Should CSI SFA omit anything from this bid, which is necessary to clear understanding of the work, or should it appear that various instructions are in conflict, then the bidder shall secure written instructions from the CSI SFA at least 48 hours prior to the time and date of the bid deadline.

All schools part of CSI SFA are tax exempt institutions for federal taxes under Chapter 32 of the Internal Revenue Code and from all city and state sales and use taxes.

Delivery dates will be set by each CSI SFA school' s food service manager with the vendor upon award of the bid; however, deliveries must be made during working hours of the individual delivery sites. Failure to perform delivery within this time shall be deemed to be goods delinquent and may result in a penalty of one percent (1%) of the price of such delinquent goods for each ten (10) calendar days of delinquency and will be deducted from the accepted bid price. Deliveries in clean, safe, and proper conditions shall be the responsibility of the vendor regardless of the method used.

CSI SFA and CSI SFA schools (see attachment #4) reserve the right to select a bid with higher prices than the lowest of all prices received, if, in the opinion of those aforementioned, the interests of CSI SFA schools will be best served by such bid. In the event that any gratuities or kickbacks are offered or tendered to any CSI SFA or CSI SFA school employee or a subcontractor as inducement for award of a subcontract or offer, the bidder's proposal shall be disqualified and shall not be reinstated, and the bidder will be removed from the CSI SFA list of approved vendors.

Each bidder shall furnish the proposed product that is called for on the face of this proposal in strict accordance with the conditions, requirements, and specifications of this invitation to bid. In the event that CSI SFA includes trade names as part of the description of any item, any participating bidder may submit quotations or other trade-name products, providing they are equivalent. If you bid on equal, you must submit with your bid (1) a specification sheet or catalog and (2) a separate statement on letterhead attached to the bid listing the citations of your product from those specified items. All disputes concerning grades and quality of merchandise or work shall be determined by CSI SFA.

Estimated quantities are included in Attachment #3. No guarantee is expressed or implied as to the quantities that will be used during the contract period of July 1, 2026, through June 30, 2027.

Estimates are based on accurate data that includes past usage and anticipated usage; however, the CSI SFA and CSI SFA schools are not obligated to meet the actual number included in this bid. CSI SFA schools agree to notify the awarded vendor throughout the year as early as possible when estimates will not be met because of menu changes.
