About this file

This is a submission requirements and evaluation criteria document for a Request for Proposals (RFP) issued by Atlanta Public Schools (APS) for a design-build demolition project at five school facilities: West Atlanta, Peterson, Brewer, Anderson Park, and Pryor Street. The solicitation requires online submission through the Bonfire platform at https://aps.bonfirehub.com/opportunities/240652, with all required forms and the Offeror's Affirmation completed as mandatory prerequisites. Proposals must be submitted under the "Proposals" tab in Bonfire and cannot be withdrawn after submission except by written request to the Executive Director of Procurement Services prior to the bid deadline or if APS fails to accept or reject bids within 120 days. The contract will be awarded based on a design-build agreement between contractor and owner for a stipulated sum with no modifications permitted.

Proposals will be evaluated on a 100-point scale comprising experience and background (30 points), methodology and approach (45 points), and price (25 points). Specific evaluation criteria include company qualifications and demolition project history (20 points), suitability and availability of the project team including site superintendent (10 points), phasing plan and project approach (15 points), Critical Path Method (CPM) schedule broken into phases (10 points), MWBE subcontractor outreach and pre-qualification plan (5 points), and comprehensive bid coverage efforts (5 points). Offerors must submit a 5% offer guarantee in the form of a certified check or bond, valid for 60 days from submission. Upon contract award, contractors must furnish payment and performance bonds in an amount equal to the total contract value within the required timeframe, with bonds increasing proportionally if contract amounts increase through change orders. Current insurance certificates must be provided to APS within five days of receiving the Intent to Award. Mandatory submittals include a signed No Influence and Non-Collusion Affidavit, E-Verify Affidavit, and proof of general contractor licensure. APS reserves the right to conduct negotiations with responsible offerors determined to be within the competitive range and may request Best and Final Offers (BAFO).
