About this file

This is a Cost Worksheet Attachment for Invitation for Bid (IFB) 26-10033 submitted to the California Department of Public Health (CDPH), Environmental Health Laboratory Branch. The worksheet establishes the cost calculation framework for analytical testing services for total lead content in four material categories: paint chips, soil, dust wipes, and drinking water. Testing methodologies must comply with industry recognized standards. The worksheet provides a structured format for bidders to enter cost per test and estimated number of tests for each material category, with a grand total calculation field. The contract will be awarded to a single contractor selected based on lowest responsive and responsible bid.

Pricing for this contract is structured on a per-test basis, with the cost worksheet indicating baseline rates of $2,000 for paint chip testing, $5,000 for soil testing, $6,300 for dust testing, and $9,500 for water testing. Bidders must provide fully loaded hourly rates or per-test costs that include all operating expenses, labor, transportation, equipment, overhead, profit margin, and taxes. The maximum contract budget allocation is $215,000, and any bids exceeding this amount will be deemed non-responsive and ineligible for consideration. Reimbursement is limited to actual services performed and invoiced. Contractors certify that submitted pricing is accurate and will remain in effect throughout the contract duration. All bid responses become public documents subject to public inspection.
