Key differentiating features include FloodWise's integration of inland rainfall-induced flooding with NOAA's coastal surge and tide forecast system, enabling real-time compound flooding forecasting, and its use of "flood risk points" to assess specific assets such as roadways, homes, and critical infrastructure without adding computational burden. This is not an invitation to submit a bid or quote.
This RFI is intended to verify whether the specifications for a specified commodity and/or item is non-restrictive and if more than one company can provide such commodity and/or item.

Prospective respondents that disagree and believe that they are a qualified supplier capable of providing the same product or service are requested to provide information regarding their ability to do so.
Respondents are not to provide pricing with their response until asked to do so. All responses will be evaluated by the Purchasing Division and the appropriate requesting Department, who shall jointly render the final decision in establishing the approved equal status of the commodity offered.

Re: Sole Source Provider for FloodWise Software as a Service
Dear Paul:
As requested, we have prepared a sole source letter stating that Streamline Technologies, Inc. is the only provider of the FloodWise real-time flood forecasting services. In that regard, please consider the following key points:
1. FloodWise i s a Software as a Service (SaaS) real-t ime flood forecast ing (RTFF) and early warning system and is offered solely by Streamline Technologies1 Inc.
2. To our knowledge, StormWise ( formerly ICPR4) is the only hydrology and hydraul ics (H&H) model that can direct ly import HC-SWMM models. Past model ing efforts by the City of Oviedo can be re-purposed, e l iminat ing the need to "start over", potentia l ly saving hundreds of thousands of dol lars . The same level of detai l in the or ig inal HC- SWMM model wi l l be incorporated into the StormWise model .
3. StormWise is the H&H engine used with FloodWise. It is not used in any other real-t ime flood forecast ing system.
4. FloodWise integrates inland rainfal l - induced f looding with NOAA's coastal surge and tide forecast system. To our knowledge, i t is the only real-t ime flood forecast system that integrates coastal and inland forecast ing and al lows for forecast ing compound flooding in real-t ime.
5. FloodWise uses "f lood risk points" to determine if specif ic assets such as roadways, homes, and other cr it ical infrastructure are at r isk of f looding. This is done in real-t ime and forecasted several days into the future. The r isk points are not part of the computat ional system. Rather, relat ionships are formed between the risk points and the computat ional framework and only need to be evaluated at the hourly output increments. This approach al lows tremendous amounts of detai l to be included in the f lood forecast ing system without adding computat ional burden. F loodWise is the only real-t ime f lood forecast ing system, that we are aware of, that uses this approach.
