The inspection trip is scheduled for Tuesday, August 4, 2026, at 10:00 A.M. at 31849 Lake Hughes Rd, Castaic, California, and is expected to take approximately two hours. Prospective bidders are required to attend this mandatory site visit to familiarize themselves with the work location and project conditions. The document provides detailed access directions from Interstate 5, with two primary route options depending on directional approach. Interested parties must contact the DWR at doe_specs@water.ca.gov two days in advance of the inspection trip with any questions, and must register as a bidder or planholder by emailing the same address.

The work consists of removing and disposing of existing roofs, handling hazardous materials, installing new SBS modified bituminous roofing systems with insulation and related roof components, replacing skylights and roof hatches, installing ladders and guardrails, and replacing selected exterior wall panels. The estimated cost range is $3,500,000 to $4,000,000, with contractors required to hold a California Contractor's License Classification of B & C22 or B with a C22 subcontractor. All inspection trip attendees must provide their own Personal Protective Equipment (PPE), including hard hats, safety vests, and steel-toed work boots, as extensive walking and standing in unshaded areas may be required during the job walk. Attendees are advised to bring sufficient water due to anticipated hot weather conditions.
