This is a Request for Proposals (RFP) issued by Fort Bend Independent School District (FBISD), a K-12 public school district in Fort Bend County, Texas, serving over 78,000 students across 83 campuses and multiple administrative sites. The District seeks qualified plumbing suppliers and licensed plumbing contractors to provide plumbing parts, materials, maintenance, repair, and emergency response services on an as-needed, districtwide basis to support operations at schools, administrative facilities, athletic complexes, transportation facilities, kitchens, and other District-owned or District-operated locations. The solicitation is divided into two independent categories: Category A covers the purchase and delivery of commercial and institutional plumbing parts, fixtures, equipment, repair components, and consumable supplies without labor or installation services; Category B encompasses districtwide plumbing maintenance, diagnostics, testing, repair, replacement, and emergency response services including authorized labor, equipment, permits, inspections, and incidental materials. Offerors may submit proposals for Category A only, Category B only, or both categories. The RFP was released on September 3, 2026, with a pre-proposal conference scheduled for September 15, 2026, a question deadline of September 21, 2026, and a proposal submission deadline of October 21, 2026 at 2:00 PM CST. The District anticipates Board presentation and award notification in January 2027. The initial contract term is three years with options for up to two additional one-year renewals.
Pricing shall be firm and quoted F.O.B. Destination, including all shipping, handling, freight, delivery, and related charges; additional charges will not be accepted unless authorized in writing. Proposals will be evaluated based on a 100-point system weighted across purchase price (30 points), vendor reputation (5 points), quality of services (25 points), alignment with District needs (25 points), past experience with similar organizations (10 points), and long-term cost impact (5 points), with contract execution contingent on an executed Vendor Acknowledgement Form and standard Agreement for Services. The District reserves the right to make one or multiple awards by category, product group, service capability, or other combinations determined in its best interest; an award under one category does not guarantee an award under the other. No minimum purchase amounts, purchase order quantities, or service call volumes are guaranteed. Proposals must be submitted electronically through the FBISD Electronic Bidding Portal (Bonfire) and must include completed pricing schedules, required forms including Form 1295, Conflict of Interest Questionnaire, background check authorization, debarment certification, client references, and documentation of licenses and certifications. Upon award notification, vendors must execute the District's Service Agreement, provide a valid Certificate of Insurance, and execute any additional required District documents before contract execution.
