About this file
This is Addendum No. 1 to RFP #26-029 for Aerial Ortho and Oblique Imagery issued by the City of Albany and Dougherty County, Georgia. The addendum modifies the vendor qualification requirement for Georgia county oblique imagery sales and completed deliveries from a minimum of five counties to three counties. The project encompasses aerial imagery collection and LiDAR data acquisition for Dougherty County, which contains 37,994 parcels. The proposal closing date is December 15, 2025, at 5:00 p.m. The selected vendor is responsible for establishing all GPS/GNSS ground control and QA/QC checkpoints necessary to meet project accuracy requirements and must furnish a control report documenting methods, equipment, accuracy, and geodetic references. Neither the City of Albany nor Dougherty County will provide ground control points.
The contractor shall acquire, process, and deliver airborne LiDAR data meeting or exceeding USGS LiDAR Quality Level 1 (QL1) as defined in the USGS Lidar Base Specification, Version 2022, or the most current version at the time of proposal submission. LiDAR capture may occur before or after aerial imagery capture at the contractor's discretion. The LiDAR is intended for use in certified imagery processing rather than standard imagery processing. The addendum emphasizes the importance of vendor experience in Georgia specifically, citing unique environmental conditions including humidity, haze, tree canopy cycles, agricultural timing, and coastal weather patterns, as well as Georgia-specific aviation coordination requirements and local government data standards expectations, particularly regarding projection standards such as Georgia State Plane NAD83 and oblique viewer formats common to southwestern Georgia municipalities.

SUBJECT: Aerial Ortho and Oblique Imagery
RFP #26-029
Proposal closing date & time: December 15, 2025, 5:00 p.m.
ADDENDUM NO. #1
The items contained in this addendum are added to and/or deleted from and become part of the specifications and proposal documents for the above-referenced Invitation to Bid. Bidders must acknowledge receipt of the Addendum on the Bid Form, located in the invitation to bid, when the bids are submitted.
ADD/DELETE:
DELETE: “The vendor must demonstrate at least 5 Georgia county oblique imagery sales and completed deliveries.” On page 12, third paragraph.
ADD: “The vendor must demonstrate at least 3 Georgia county oblique imagery sales and completed deliveries.” On page 12, third paragraph.
QUESTIONS/ANSWERS:
QUESTION #1: The RFP requests “The vendor must demonstrate at least 5 Georgia county oblique imagery sales and completed deliveries.” Can you please confirm whether this requirement applies only to projects completed within Georgia, or if nationwide county-level oblique imagery projects of similar size and scope would also meet the intent?
Answer: We are asking for specific projects in Georgia because of the following:
1. To ensure the vendor understands Georgia-specific conditions.
- Aerial imagery collection in Georgia has unique challenges—humidity, haze, tree canopy cycles, agricultural timing, coastal weather patterns, etc. Vendors who have already flown multiple Georgia counties have proven they can plan and deliver successfully within these conditions.
2. To verify they can work within Georgia’s regulatory and coordination environment.
- Georgia has:
o Specific aviation coordination requirements o Local government expectations for data standards, accuracy, flight windows, and QC processes
3. To reduce risk for The City of Albany/Dougherty County
- If a vendor has completed multiple nearby projects, it demonstrates:
o They can acquire imagery here.
o They can meet deadlines in this region.
o They have a track record that our staff can verify with known contacts in Georgia.
4. To ensure familiarity with Georgia deliverable formats
- Local governments in SW Georgia often use similar schemas for:
o Oblique viewer formats o Metadata structures o Tile indexing o Projection standards (e.g., Georgia State Plane NAD83)
- Vendors who have successfully delivered to other Georgia counties already align with those standards.
5. To avoid being a vendor’s “first time” in the state
- We want someone who has flown here before, knows the weather patterns and flight windows, knows the QC issues common in Georgia imagery, and has delivered to neighboring counties who can confirm quality.
QUESTION #2: Can you please provide us with an estimated parcel count for project planning purposes?
Answer: We currently have 37,994 parcels for all of Dougherty County.
QUESTION #3: With this project require the use of USGS DEM and will the County be providing ground control?
Answer: Yes, it will require the use of USGS DEM if the vendor deems it necessary to do. The City of Albany, nor Dougherty County will be providing control. The selected vendor shall be responsible for establishing all GPS/GNSS ground control and QA/QC checkpoints necessary to meet the accuracy requirements of this project. The vendor shall furnish a control report documenting methods, equipment, accuracy, and geodetic references.
QUESTION #4: What USGS LiDAR Quality Level specification is being requested for this project proposal?
Answer: The contractor shall acquire, process, and deliver airborne LiDAR data meeting or exceeding USGS LiDAR Quality Level 1 (QL1) as defined in the USGS Lidar Base Specification, Version 2022, or most current at the time of proposal submission.
QUESTION #5: Is the LiDAR capture expected to occur before aerial imagery capture? If that is not possible, would the City accept initial imagery delivery followed by a lidar-based reprocess?
Answer: The LiDAR capture can occur after the aerial imagery capture of before, whichever is better for the contractor.
QUESTION #6: Is the expectation for LiDAR to be utilized to complete standard imagery processing, certified imagery processing, or both?
Answer: The expectation is for LiDAR to be used for certified imagery processing.
QUESTION #7: Will ground control points be supplied to support this project, and if so, are those points current and suitable for both imagery and lidar processing?
Answer: The City of Albany, nor Dougherty County will be providing control.
The selected vendor shall be responsible for establishing all GPS/GNSS ground control and QA/QC checkpoints necessary to meet the accuracy requirements of this project. The vendor shall furnish a control report documenting methods, equipment, accuracy, and geodetic references.
