About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) solicitation. The memorandum, dated September 8th, 2026, concerns solicitation SPRTA1-26-Q-2064 for PR 26-02064 issued by DLA Weapons Support (Richmond), located at 6090 Strathmore Road, Richmond, Virginia 23237.

The memorandum grants a waiver of the synopsis publication requirement under Federal Acquisition Regulation (FAR) 5.101(b)(1), based on three conditions: the acquisition is not expected to exceed the simplified acquisition threshold, the solicitation will be made available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email. The waiver is justified under 41 USC Section 426, which defines electronic commerce as electronic techniques for business transactions, including electronic mail. The complete solicitation package will be available through Contract Opportunities, and the memorandum confirms that the proposed contract action does not require synopsis publication. The memorandum was prepared and signed by Logan M. Hurtz, M.S., Contract Specialist at DLA Weapons Support at Oklahoma City, AOBA.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-2064 for PR 26-02064 of the synopsis publicizing IAW with FAR 5.101(b)(1) exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
