About this file
This is a pre-proposal meeting presentation for the Palm Beach County Water Utilities Department regarding three separate four-year continuing engineering services contracts. The three solicitations include: WUD Project No. 26-020 for Wastewater Continuing Engineering Services (one firm to be selected), WUD Project No. 26-027 for Utility Hydrogeologic Continuing Engineering Services (up to two firms to be selected), and WUD Project No. 26-028 for Water Treatment and Water Resources Continuing Engineering Services (one firm to be selected). The selected firms will provide architectural, engineering, land surveying, and geotechnical services at Palm Beach County Water Utilities Department facilities and other County and non-County facilities, potentially serving as Engineer of Record for planning, condition assessment, design, permitting, and construction engineering, as well as Design Criteria Professional for design-build and CMAR projects. The pre-proposal meeting occurred on June 8, 2026, with proposals due no later than 3:30 P.M. on Thursday, July 9, 2026. Contract awards are projected for December 2026.
Proposals must include a letter of interest (10 pages maximum), GSA Form SF 330, prime consultant questionnaire, sub-consultant letters of intent and questionnaires, OSBD Schedules 1 and 2, commercial non-discrimination certification, and conflict of interest disclosure forms, submitted as nine originals (eight bound and one unbound) plus one CD/USB Flash Drive with PDF. Each contract is subject to Florida Statute 287.055 limitations, with estimated construction costs for individual projects not exceeding $7.75 million and professional services fees not exceeding $500,000 per individual study. A mandatory minimum 20 percent Small Business Enterprise (SBE) participation goal is established for all three contracts, with up to 15 evaluation preference points available based on certified SBE firm dollar participation. Prime consultants and sub-consultants must be registered as vendors and CCNA-certified in specified categories prior to the proposal due date, with distinct certification requirements for each of the three separate solicitations.
