About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) solicitation. The waiver pertains to solicitation SPRTA1-26-Q-1919 for PR 26-01919 issued by DLA Weapons Support (Richmond), located at 6090 Strathmore Road, Richmond, Virginia 23237, dated September 8th, 2026.

The synopsis waiver is granted based on three qualifying conditions: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through the Government Point of Entry (GPE) via Contract Opportunities, and offerors will be permitted to respond electronically via email. The waiver invokes the Federal Acquisition Regulation (FAR) 5.101(b)(1) exception and references 41 USC Section 426's definition of electronic commerce. The memorandum confirms that because the complete solicitation package is available through the GPE and electronic response capabilities are enabled, formal synopsis publication in the official notice system is not required. Logan M. Hurtz, M.S., a Contract Specialist with DLA Weapons Support at Oklahoma City, AOBA, approved and signed this waiver on September 8th, 2026.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-1919 for PR 26-01919 of the synopsis publicizing IAW with FAR 5.101(b)(1) exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
