About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) solicitation. The memorandum, dated September 8, 2026, and issued by the DLA Weapons Support office in Richmond, Virginia, waives the requirement to publish a synopsis for solicitation SPRTA1-26-Q-1844 (PR 26-01844). The waiver is granted under FAR 5.101(b)(1) exception based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email.

The memorandum establishes that because the complete solicitation package will be available through the GPE and electronic response capabilities are enabled, the contract action does not require formal synopsis publication. The document is signed by Logan M. Hurtz, M.S., Contract Specialist at DLA Weapons Support at Oklahoma City, AOBA. No specific products, services, timeline, or contract value details beyond the simplified acquisition threshold limitation are provided in this waiver documentation.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-1844 for PR 26-01844 of the synopsis publicizing IAW with FAR 5.101(b)(1) exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
