This is a Request for Qualifications (RFQ) specifications document issued by the Harris County Toll Road Authority (HCTRA) for professional engineering services to conduct system-wide inspection and condition assessments of existing roadway, bridge, and facility infrastructure. HCTRA plans to make multiple contract awards to qualified firms capable of providing services across four primary disciplines: roadway and drainage engineering and inspection, structural engineering and inspection, building/pump station/generator engineering and inspection, and data collection/reporting/GIS. The HCTRA toll system comprises approximately 132 centerline miles, 285 bridge structures, and 270,000 square feet of building and equipment facilities. The inspection and condition assessment services will be performed annually over a contract period of up to five years, with HCTRA retaining the right to extend the time and expand the scope. The deadline for submission of written questions regarding the RFQ is 2:00 p.m. CDT on Monday, August 17, 2026. Questions must be submitted through Bonfire at https://harriscountytx.bonfirehub.com/.
