About this file

This is a Requirements and Specifications document for procurement of specialized fiber optic equipment by the National Institute of Standards and Technology (NIST), Physical Measurement Lab, Time and Frequency Division. NIST seeks one fiber fusion splicer unit capable of splicing multi-core and hollow-core fibers with repeatable, low-loss performance, along with a compatible cleaver for large-diameter and hollow-core fibers. The fusion splicer must be portable without requiring vacuum pump or gas operation, feature high-resolution simultaneous end-view imaging of both fibers, magnification capability in both side and end views, arc power and duration control, support fiber cladding diameters from 80 to 800 micrometers, offer 0.1-degree rotational alignment resolution, include a color display, internal memory for splice programs and data storage, polarization-maintaining fiber splice capability with 40 decibel extinction ratio for PANDA fiber, fiber holders for coating diameters of 250, 300, 550, and 900 micrometers, splicing and heating programs for multi-core and hollow-core fibers, hard carrying case, and vibration pad. The separately priced cleaver option must cleave hollow-core fibers without structural collapse, support fiber cladding from 125 to 550 micrometers and coating from 250 to 900 micrometers, maintain cleave angles below 0.5 degrees for 400-micrometer cladding, and include external power with built-in rechargeable battery capability.

Delivery, installation, and training must be completed within 12 weeks of award. Direct delivery to building is required. Vendor technician on-site services are mandatory and include installation, equipment setup, startup services, and turnkey installation. On-site training covering operations, maintenance, troubleshooting, and safety is required, with training materials to be provided by the vendor. Government acceptance and inspection is expected within seven business days of receipt. U.S. citizen personnel are required on-site; foreign nationals require pre-registration 30 days prior. Partial delivery is acceptable. The solicitation is issued as a Request for Quotation (RFQ) under solicitation number NB688000-26-01600 by NIST's Acquisition Management Division, Team E-Boulder, with base manufacturer warranty acceptable unless extended coverage is specified.

Requirements / Specification Document

Use this document to detail specifications/requirements for an item and/or ancillary services.

TITLE: Fiber fusion splicer and cleaver for multi-core and hollow-core fibers Requesting Lab/Division/Group: Physical Measurement Lab, Time and Frequency Division, Precision Photonic Synthesis General Statement of Need We require a specialty fiber splicing kit including a fusion splicer and a cleaver. The fiber fusion splicer capable of specialty fiber splicing specifically multi-core and hollow-core fibers. The splicer must be capable of repeatable and low loss splices of multicore and hollow core fibers. We also require a fiber cleaver that can cleave large core diameter fibers and hollow-core fibers at low angles and without damaging the delicate structure of the hollow-core fiber.
