About this file
This is a pre-proposal meeting presentation for three separate continuing engineering services contracts issued by the Palm Beach County Water Utilities Department. The solicitation encompasses three distinct projects: Project 26-016 for Electrical Instrumentation and Telemetry Continuing Engineering Services, Project 26-018 for Surveying and Mapping Continuing Services, and Project 26-026 for Emergency and Disaster Mitigation & Recovery Engineering Continuing Services. All three contracts have a four-year term. Project 26-016 will select up to two firms to provide planning, electrical, instrumentation, and telemetry engineering services, condition assessments, and plan reviews across water treatment facilities, production and disposal wells, wastewater treatment facilities, and related infrastructure. Project 26-018 will select one firm to provide land surveying and mapping services including boundary surveys, topographic surveys, as-built surveys, and utility location services. Project 26-026 will select one firm to provide emergency and disaster mitigation engineering services including safety improvements, regulatory compliance, critical component replacement, and environmental assessments. The pre-proposal meeting was held on June 8, 2026, with proposals due by 3:30 p.m. on July 7, 2026. Contract awards are projected for December 2026.
Projects 26-016 and 26-018 have applied Affirmative Procurement Initiatives offering a 15 percent evaluation preference for Small Business Enterprise prime respondents based on the percentage of work performed within Palm Beach County. Project 26-026 is federally funded with no SBE participation requirements and may receive funding from the U.S. Department of Transportation Federal Transit Administration, HUD Community Development Block Grant Program, DHS/FEMA, or other federal agencies. The estimated construction cost for individual projects does not exceed $7.75 million, with professional services fees capped at $500,000 per individual study. Proposers must be certified in specified Palm Beach County CCNA categories prior to the proposal due date, and primes and sub-consultants must be registered as vendors. Proposals must include a letter of interest, GSA Form SF 330, questionnaires, OSBD schedules, certifications, and conflict of interest disclosure forms, submitted in nine originals with specific binding requirements and electronic copies.
