Delivery, installation, and training must be completed within 18 weeks of award. Government acceptance testing is planned for 7 business days. Base manufacturer warranty is acceptable. No installation, training, maintenance, or ancillary services are required beyond delivery.

General Statement of Need NIST operates several atomic clocks as part of the ensemble time scale that generates UTC(NIST), an official source of time and frequency signals for the United States. The ensemble is composed primarily of hydrogen maser and cesium beam clock devices: respectively, these clocks confer advantages of short-term and long-term frequency stability. Clocks in the ensemble must be based on mature technology and are required to operate continuously for several years with no interruptions, significant time deviations, or required maintenance operations.

Specification 1.1: Short term stability of all output signals, <= 1e-11 Allan Deviation (ADEV) at 1 s averaging interval. Specification 1.2: Long term stability of all output signals, <= 1e-14 Allan Deviation (ADEV) for averaging intervals longer than 10 days. Specification 1.3: At least one output signal at 5 MHz nominal frequency, amplitude >= 1 Vrms (or +13 dBm) into a 50 ohm terminated load. Specification 1.4: At least one output at 10 MHz nominal frequency, amplitude >= 1V rms (or +13 dBm) into a 50 ohm terminated load.
Specification 1.5: At least one output of a pulse-per-second (PPS) signal, amplitude > 1.5 V into a 50 ohm load.
Specification 1.6: Accepts an input pulse-per-second (PPS) signal for coarse synchronization (<= 100 ns).
Specification 1.7: Accepts AC power input of either 120V or 208V (60 Hz).
Specification 1.8: Accepts 24V dc as an auxillary power source.
Specification 1.9: Contains a battery backup providing at least 30 minutes of operation, or accepts an external battery pack via connector.
Specification 1.10: Power consumption < 100 W.
Specification 1.11: digitial system control and monitor interface, as serial (RS232), ethernet, or similar standard interface.
Specification 1.12: digital interface allows for precision adjustment (quantization < 1e-14) of clock frequency.
Specification 1.13: digital interface reports warning/alarm/error status.
Specifiaction 1.14: device compatible with EIA-compliant equipment racks, width < 482.6 mm.
Specification 1.15: operational temperature range 15°C – 45°C.
Specification 1.16: specified temperature coefficient (averaged over operational temperature range) < 3e- 15/°C.
Specification 1.17: sensitivity to magnetic field change < 4e-14 / G.
Specification 1.18: demonstrated mean time between failures (MTBF) > 10 years (or 87,600 hours).
