About this file
This is a Requirements and Specifications document for a federal solicitation (RFQ NB688000-26-01482) issued by the National Institute of Standards and Technology (NIST), Procurement Management and Labor (PML) Division, Time and Frequency Division, under the Department of Commerce. The requirement is for a Multiwavelength Tunable Stable Optical Cavity System to support the development of chip-scaled voltage references using Rydberg atoms and precision laser spectroscopy.
The primary requirement (Item 1) is one new optical reference cavity in a vacuum package with the following specifications: finesse greater than 10,000 at four wavelengths (852nm, 510nm, 638nm, and 656nm); zero crossing temperature characterization and temperature control tuned to the zero crossing point; and vacuum housing to enclose the cavity and ion pump. The system must be brand new—prototypes, first articles, demonstration models, used, refurbished, or developmental systems are not acceptable. Delivery, installation, and training must be completed within 18 weeks from award. Installation requires vendor technician on-site services including equipment setup and start-up services. Planned government acceptance testing is expected to take 7 business days. On-site vendor representation requires US citizenship, with foreign nationals requiring pre-registration 30 days prior. The document indicates direct delivery to the building with a loading dock available and includes requirements for electronic manuals and vendor-provided training on operations, maintenance, and troubleshooting.

Requirements / Specification Document
Use this document to detail specifications/requirements for an item and/or ancillary services.
TITLE: Multiwavelength Tunable Stable Optical Cavity System Requesting Lab/Division/Group: PML/Time and Frequency Division/ADI (688.90) General Statement of Need The project aims to develop chip-scaled voltage reference using Rydberg atoms. The development leverages precision laser spectroscopy probe atomic levels through multi-photon transition. The spectroscopy requires specific wavelengths to interact with the atomic media in the cells either with a high power green visible light to reach the highly excited Rydberg states combined with a near IR laser to probe or a visible laser for multiphoton transition. All laser has to be frequency stabilized to a refence and either with optical comb or stable optical reference cavity. Optical combs typically cost are significant higher with limited ports so a reference cavity would be a better choice. All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award.
