About this file

This is a Memorandum for File documenting a synopsis waiver for a federal contract solicitation.

The Defense Logistics Agency (DLA) Aviation at Oklahoma City has waived the synopsis publication requirement for solicitation SPRTA1-26-Q-0375 (PR 26-01350), dated June 5, 2026. The waiver is justified under Federal Acquisition Regulation (FAR) 5.202(a)(13) based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be posted on the GPE (Government Point of Entry) for public access, and offerors will be permitted to respond electronically via email. The contracting office determined that because the complete solicitation package will be available through the GPE and electronic response capability is provided, formal synopsis publication is not required.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0375 for PR 26-01350 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
