About this file
This is Addendum No. 1 to Bid Reference #26-013 issued by the City of Albany, Georgia Procurement Division for a water system valve exercising project. The addendum replaces the original bid form and provides clarifications to 19 questions submitted by potential bidders. The project involves locating and exercising 2,000 water distribution system valves ranging from 6" to 12" in size, with the majority being 6" and 8" valves. All valves are located in valve boxes or roadway boxes. Additional work includes raising valve boxes in asphalt areas (estimated 100 units) and grass/soil areas (estimated 100 units), as well as valve box excavation and relocation services on an as-needed basis. The sealed bid submission deadline is October 8, 2025 at 2:30 p.m. A City representative will be on-site throughout the project duration to address mapping errors, assist with locating buried valves, and provide traffic control assistance on busy streets as needed.
Bidding is on a unit cost basis for all specified work. The City will provide all materials for raising valve boxes, including risers, valve box top sections, lids, and cold patch, with concrete potentially required on heavy traffic roads. The City will also supply topsoil and handle GPS coordinate recording for any valves not yet in the system. Contractors are responsible for cleaning debris from valve boxes and providing pricing for relocating offset or misaligned valve enclosures. The water distribution system is mapped in GIS with limited but generally available information on pipe sizes and materials; most valves in the system are 20 years old or older. Weekly work summaries and data collection through ArcGIS will be required, documenting torque, nut depth, turns to closure, and valve position. Out-of-state water operator licenses will be accepted if recognized by the State of Georgia.

ADD/DELETE:
DELETE: BID FORM on page 10.
ADD: UPDATED BID FORM (please see attached)
QUESTIONS/ANSWERS:
QUESTION #1: Can a detailed breakdown of size and counts be given for the 2,000 valves?
Answer: We have limited information on valve sizes in GIS at this time. All valves in this project will range from 6” to 12”, with the majority being 6” and 8”.
QUESTION #2: How many valves are in vaults vs. roadway boxes?
Answer: All valves will be in a valve box or roadway boxes.
QUESTION #3: For the 16” and larger valves are they gates or butterflies?
Answer: They will be butterfly valves. There will not be any on this contract.
QUESTION #4: When is the last time a systemwide valve assessment program was done? Has Albany had an ongoing valve project or is this the first time to implement a program?
Answer: Albany Utilities has an internal team that exercised valves in 2012/2013.
However, due to staffing issues, that stopped. Valves are exercised when we need to shut off the water main.
QUESTION #5: Who is providing the materials for the raises?
Answer: The City will provide the risers, valve box top sections, lids, and cold patch.
QUESTION #6: Can a more detailed spec for the raises be provided?
Answer: Please see the attached current standard specs. The City will provide the materials to raise valve boxes.
QUESTION #7: Are the raises just installing a riser or are these covered over valves that need to be uncovered and raised?
Answer: It could be a mixture of scenarios.
QUESTION #8: For the asphalt raises, is cold patch acceptable surface restoration?
Answer: Yes, cold patch mix will be provided. If it’s a heavy traffic road, concrete may be required.
QUESTION #9: Please verify that the water distribution system maps are in a GIS system. Are all pipes identified by sizes and pipe materials (CI, DI, PVC, Galvanized, AC, etc.)?
Answer: The water mains are on GIS. There is limited information, but for the most part, all water mains have sizes, some have pipe material, and some valves have sizes already attached.
QUESTION #10: What is the age of the pipes and valves in the system?
Answer: A larger quantity of the valves are 20 years old or older.
QUESTION #11: Will the utility accept out of state Water Operator licenses in place of the Georgia Water Operations License?
Answer: If the State of Georgia will recognize it, then yes.
QUESTION #12: How will Albany address valve enclosures that are offset and out of alignment?
Answer: The contractor will provide pricing to move the valve enclosure. It will be added to the bid form. Please see the attached new bid form.
QUESTION #13: How will valve enclosures that are filled with debris to be handled? Will the utility clean out the enclosures or will the contractor be tasked with that work?
Answer: The contractor would be responsible for cleaning out valve boxes.
QUESTION #14: For paved over/buried valves, how much time should the contractor expend to attempt to locate lost valves before turning those into the utility for additional help?
Answer: A City representative will be on site during the project’s duration.
QUESTION #15: Will the utility provide materials for the raising of valve enclosures such as box extensions, cold patch, topsoil, etc.?
Answer: The City will provide all materials.
QUESTION #16: Will the utility provide traffic control assistance if needed/requested on busy streets?
Answer: Yes, the City will assist in traffic control when needed.
QUESTION #17: How will water distribution system mapping errors be handled?
Answer: A City representative will be on site during the project’s duration.
QUESTION #18: Will the valve locations require GPS locating? If so, what level of accuracy would be desired?
Answer: No, all valves already have GPS coordinated, if a valve is found that does not, the city will record the GPS coordinates.
QUESTION #19: What are the requirements for Data Delivery aside from collecting data in ArcGIS App for torque, nut depth, turns to closure, and valve position?
Answer: Besides the info collected in ArcGIS, just a weekly summary of work performed.
