The District requires two separate lots: Lot 1 for standard passenger vehicles and full-size vans, and Lot 2 for Americans with Disabilities Act (ADA)-compliant vehicles. Contractors must maintain a fleet of at least fifteen vehicles and establish an office within the Columbia Metropolitan area (Fairfield, Lexington, and Richland Counties, Calhoun, Kershaw, and Saluda Counties). Offers must be submitted online by June 22, 2026, at 11:00 AM, with questions due by June 11, 2026, at 5:00 PM. No pre-bid conference or site visit is scheduled. The initial contract period begins July 1, 2026, and ends June 30, 2027, with four optional one-year renewal periods, creating a maximum contract life of five years through June 30, 2031. Award will be made to responsive and responsible offerors, with multiple awards possible.

Pricing must be fixed and all-inclusive, with contractors permitted to request rate increases within ninety days of the contract end date each year, not to exceed the Consumer Price Index or 2%, whichever is less. A fuel surcharge of 5% per mile may be assessed if fuel prices exceed $5.00 per gallon. Performance penalties range from $25 for late drop-offs or pickups to $2,500 for endangering student safety. All awarded contractors will be placed on a Qualified Provider List with no guarantee of work assignments. Mandatory qualifications include minimum three years of passenger transportation experience, demonstrated management capability in school transportation, ability to maintain required insurance, and compliance with South Carolina regulations. Contractors must provide criminal background checks for all personnel, maintain vehicles no older than five years, comply with extensive safety and operational requirements including 24-hour emergency communications capability, and submit detailed invoices within thirty days of service. The District's payment terms are net 30 days following invoice verification.

MULTIPLE OFFERS
