About this file
This is Addendum 1 to RFP #26-006 issued by the City of Sandy Springs, Georgia, for Retirement Services advisory consulting. The City seeks qualified consultants to serve as Retirement Services Advisor for the City's 401(a) and 457(b) Retirement Plans, providing ongoing advisory services including comprehensive plan consulting and fiduciary support in accordance with ERISA 3(21) Co-Fiduciary standards. The RFP response due date is October 2, 2025, at 2:00 p.m. The addendum clarifies that this is the City's first RFP for these services since the City's formation and addresses nine prospective offeror questions regarding the procurement timeline, current service provider eligibility, consultant leadership, acceptable investment certifications, existing education services, investment consultant arrangements, recordkeeper change considerations, meeting attendance options, and provision of the Investment Policy Statement.
The addendum updates required submission documents to include proposal signature and certification, E-verify affidavit, addenda acknowledgment, drug-free workplace certification, Georgia Security Immigration Compliance affidavit, vendor responsibility questionnaire, business license, investment certifications, certified retirement plan fiduciary documentation, and subcontractor lists. One Digital currently provides the retirement services and is eligible to rebid, with Dave Griffin serving as the plans' lead consultant. The City also contracts with an investment consultant who is invited to respond. Acceptable certifications include CFP, CFA, and CPFA designations. The addendum modifies the contract by removing Section 7, paragraph 3 regarding federal funding and adds indemnification language requiring the City to indemnify the Contractor for losses resulting from the City's fraud, willful misconduct, breach of fiduciary duties under ERISA, or breach of representations, with such indemnification obligations surviving contract termination.

To All Prospective Offerors: In reference to the RFP listed above, the following answers to questions, additions, deletions, and changes are hereby incorporated into the RFP:
Question 1: What is the reason behind the search? Is it being conducted due to an upcoming contract expiration?
Answer: The City hasn’t conducted an RFP on these services to our knowledge since the City was formed. The search is being conducted to find the best retirement services available to employees.
Question 2: What firm currently provides the services and are they invited to rebid?
Answer: One Digital provides these services and they are eligible to rebid.
Question 3: Who serves as the plans' lead consultant?
Answer: Dave Griffin is the lead consultant.
Question 4: What investment certifications are acceptable?
Answer The following certifications are acceptable and not inclusive of the following, the CFP (Certified Financial Planner), CFA (Chartered Financial Analyst), and CPFA (Certified Plan Fiduciary Advisor).
Question 5: Please describe the group and individual/employee level education and advice services that are in place currently. And, are those efforts led by the resp or the current consultant?
Answer: There are a few webinars offered by the recordkeeper now. There are financial advice services available from the current vendor pending a contractual agreement that has not been executed by the City.

Answer: Yes. They are invited to respond to the RFP as well.
Question 7: Is the City considering a recordkeeper change via issuance of a formal RFP?
Answer: The City will consider all options for the employees.
Question 8: Is virtual attendance an option for any of the quarterly Retirement Advisory Committee meetings?
Answer: The City prefers in person but, if necessary, virtual would be an option on occasion.
Question 9: Will the City provide a copy of the plans’ current Investment Policy Statement?
Answer: A copy will be provided to the successful offeror.
**Updates**
In the field for Exhibits and Documents Requiring Signature, please include the following:
Proposal Signature and Certification E-verify Affidavit under O.C.G.A. 13-10-91(b)(1) Addenda Acknowledgment Certification of Sponsor Drug Free Workplace Georgia Security Immigration Compliance Act Affidavit verifying Status for City Public Benefit Application Corporate Certificate (if Applicable) Vendor Responsibility Questionnaire Business License (Registered in the state of Georgia) Investment Certifications Certified Retirement Plan Fiduciary Subcontractor List (If Applicable)
Contract Revisions:
Since this is a very specific service and would not be applicable to most City contracts, the City shall remove paragraph 3 from Section 7 of the Contract and that Exhibit can be removed as the City is not receiving federal funding for this contract.
Second paragraph to add to Section 10 shall include:
To the extent permitted by law, City agrees to indemnify Contractor, its affiliates, officers, directors and employees from and against all losses finally awarded in a judgment against the Contractor to the extent resulting from City’s fraud, willful misconduct, breach of its fiduciary duties under ERISA or applicable law, or breach of any representations under this Agreement. The indemnification obligations and rights under this Section 10 shall survive a termination of this Agreement.
