About this file
The Douglas County School District (DCSD) has issued a Request for Proposal (RFP) 26-001 for Electronic Sensing Equipment to enhance school safety across its K-12 system. The RFP seeks proposals from qualified firms to design, produce, install, and service electronic sensing equipment capable of detecting weapons and unauthorized items, with the project structured in two phases. Phase One will cover five high schools (10 dual-lane and three single-lane systems), eight middle schools (17 single-lane systems), and two additional locations (two single-lane systems). Phase Two will focus on 19 elementary schools with 24 single-lane systems. The project is scheduled for implementation between October 2025 and January 2026, with a proposal submission deadline of September 15, 2025, and a mandatory pre-proposal conference and school site visits scheduled for August 20-22, 2025.
The contract will be awarded based on a comprehensive evaluation criteria including firm history, prior experience, solution quality, references, location, community engagement, and cost. The initial contract period will run from the award date through June 30, 2026, with potential for up to four additional one-year renewals. Respondents must provide detailed specifications for electronic sensing equipment that can detect a wide range of weapons, distinguish between common student items and threats, provide real-time detection and alerts, and comply with privacy laws like FERPA and COPPA. The system must support high-traffic entry times, be ADA compliant, offer remote support, provide staff training, and include routine software updates. Pricing should be comprehensive, covering equipment, installation, training, and warranty, with a performance bond required and no additional costs to be considered after award.
