About this file
This Addendum 1 document modifies the original bidding documents for RFP 26-00-21 issued by Medford School District 549C in Jackson County, Oregon for school-based mental and behavioral health services. The addendum addresses nine key questions from prospective bidders regarding service delivery, budget parameters, insurance billing, vendor requirements, and proposal submission procedures. Virtual teletherapy services are not acceptable under this RFP at this time. Proposals are due by 2:00 p.m. on March 26, 2026, with the successful vendor commencing services on April 3, 2026 for an initial three-year term with options for additional one-year renewable extensions. The district anticipates that multiple vendors may be awarded under this procurement.
The district provides a $250,000 annual budget allocation that covers startup costs and services for students where insurance billing is not possible or for clinician retention costs. Vendors are required to bill Oregon Health Plan, Medicaid, and other insurance sources for direct reimbursement from third-party payers, with all services billed to the district as payee. Vendors must develop a sustainability plan to support the requested number of clinicians through insurance and Medicaid billing beyond the initial district funding. The district provides office space, computers, and furniture at school sites as in-kind contributions. Electronic signatures are acceptable on proposal forms, and resumes of service providers are not required upon proposal submission. The addendum clarifies that if service costs exceed $250,000, vendors assume responsibility for sustaining operations through third-party billing rather than additional district funding.
