Community Housing Development Organization (CHDO)

SECTION 1 – INTRODUCTION

1.1 PROJECT DESCRIPTION

Fulton County receives federal funding from the U.S. Department of Housing & Urban Development (HUD) for housing and community development programs. The funding is directed toward housing and service activities benefiting low and moderate-income individuals and families, whose income is at or below 80% of area median income per the income requirements.

Under $25,000 6 Years $25,000 to $50,000 11 Years

Over $50,000 15 Years Multi-family New Construction Over

$50,000 20 Years

The total contract amount for the Project shall not exceed $624,549.75 (Six Hundred Twenty-Four Thousand, Five Hundred Forty-Nine Dollars and Seventy-Five Cents) in HOME CHDO funding is being made available under the solicitation. Specifically, $43,863.00 (Forty-Three Thousand, Eight Hundred Sixty-Three Dollars and Zero Cents) for CHDO operating funds, which will be provided, contingent upon the presentation of an existing, eligible project and/or other funding sources; and $580,686.75 (Five Hundred Eighty Thousand, Six Hundred Eighty-Six Dollars and Seventy-Five Cents) for CHDO set aside which is full payment for a complete scope of work.

Minimum/Maximum Investment Amounts

Minimum HOME Investment: The minimum amount of HOME funds is $1,000 (one thousand dollars) multiplied by the number of HOME-assisted units in a project. The minimum only applies to the HOME funds in a project and does not include any other funds. Maximum HOME Investment: The maximum per-unit HOME subsidy varies and is determined by HUD. Current maximums are listed below. The maximum per unit HOME subsidy for any approved project will be based upon any subsequent updates provided by HUD.

0 bedroom $181,488 3 bedrooms $327,293 1 bedroom $208,049 4+ bedrooms $359,263 2 bedrooms $252,994 X X

Occupancy Requirements HOME distinguishes between the units in a project that have been assisted with HOME funds and those that have not. A project may consist of units with various sizes and amenities, some of which may be HOME-assisted, while others are not. A HOME-assisted unit is a term that refers to the units within a HOME project for which occupancy and/or resale restrictions, or any combination of the foregoing, apply.

The number of units designated as HOME-assisted affects the maximum HOME subsidies that may be provided to a project.

Income Targeting Projects subsidized by the HOME Program must comply with income limits, as established by HUD, as follows:

Home Rental Housing All HOME funds must benefit households at or below 80% of AMI. “Area Median Income” is defined and published periodically by HUD for the HOME Program for the Atlanta-Sandy Springs-Roswell, GA Metropolitan Area. Current Income Limits for the Atlanta-Sandy Springs-Roswell, GA Metropolitan Area are as follows:

FY 2025 Income Limits as of June 1, 2025

Note: HUD updates income limits annually Expenditure Requirements

All projects funded under this RFP must be completed within four years of the date of the written agreement between Fulton County and the CHDO/Sub-recipient.

Section 92.500(d)(1)(C), establishing the separate 5-year deadline for expenditure of CHDO set-aside funds will be applicable on January 1, 2015, and will be implemented by HUD for all deadlines that occur on or after that date.

Other Federal Requirements

The HOME Program Final Rule (24 CFR Part 92) contains more program requirements that are outlined in this RFP. CHDOs should carefully review the HOME Program Final Rule prior to submitting a proposal.

Projects must comply with all applicable HOME Program regulations, as well as other federal requirements, including but not limited to:
