About this file

This document is a Scope of Work (SOW) for Ethernet Communications Transport Services for the South Dakota Army National Guard (SDARNG), solicited under RFP 25RFP14910. The SOW details a comprehensive network infrastructure project requiring a scalable and highly reliable Wide Area Network (WAN) solution utilizing MPLS Layer-3 VPN technology to connect the core site at Camp Rapid with 34 remote SDARNG locations across South Dakota. The network will provide Fast Ethernet services with dedicated real-time queues configurable in 1Mbps increments, robust Quality of Service (QoS) management, and a stringent Service Level Agreement (SLA) guaranteeing 99.999% uptime, specific bandwidth commitments (ranging from 25M to 500M), and low latency/packet loss metrics.

The technical requirements include detailed specifications for network performance, including Quality of Service markings for real-time, mission-critical, and best-effort queues, with specific bandwidth allocations and prioritization. The contract requires 24/7/365 network monitoring, technical support, and next-business-day on-site support for hardware replacement. The SOW also specifies two additional Scalable Ethernet Internet Service circuits for Rapid City, Sioux Falls, and Watertown, with one location (2823 West Main) requiring a /28 block of 16 physical IP addresses. A unique provision allows the RED DALE DR location to be a month-to-month service that can be activated with 30 days' notice, providing flexibility in network deployment.

Exhibit A to 25RFP14910 – Ethernet Communications Transport Services Scope of Work (SOW)

The South Dakota Army National Guard (SDARNG) is seeking a scalable and highly reliable Wide Area

Network (WAN) solution utilizing MPLS Layer-3 VPN technology. This network will connect the core site at Camp Rapid and 34 remote SDARNG locations with Fast Ethernet services, prioritizing performance and redundancy. The solution must include dedicated, real-time queues configurable in 1Mbps increments, robust Quality of Service (QoS) management based on specified markings, and a stringent

Service Level Agreement (SLA) guaranteeing 99.999% uptime, specific bandwidth commitments, and low latency/packet loss/jitter metrics. 24/7/365 monitoring, technical support, and next-business-day on-site support are also required. SDARNG requires the RED DALE DR location to be a month to month service, that will only be turned on as needed, with a requested made 30 day prior to service being turned on.

1. The South Dakota Army National Guard is requesting scalable Wide Area Network (WAN) Fast

Ethernet services for the core site located on Camp Rapid, in Rapid City South Dakota as well as

Fast Ethernet services to SDARNG remote locations as listed below.

2. The WAN network needs to be a Multiprotocol Label Switching (MPLS) layer-3 Virtual Private

Network (VPN) providing a high-performance, redundant network that is able to continue to route information around locations that are down, performing poorly because of network saturation or technical difficulties

3. A real time dedicated queue needs to be provided in 1Mbps increments for all network locations

4. Use the following for Quality of Service (QoS) markings:

a. Real-time Queue: EF and CS4

b. Mission Critical: CS6, AF4, CS3, AF2 and CS2

c. Best Effort: AF1, CS1 and DF

5. The Mission Critical Queue will be 40% of the remaining bandwidth after the Real time Queue is removed and the remainder will be Best Effort.

Service Level Agreement (SLA)

1. Provide five nines (99.999%) network uptime/availability.

2. Provide the contracted bandwidth for each location i.e. 50 Mbps.

3. Provide less than 45 milliseconds latency, 0.3% packet loss, and less than 0.5 millisecond jitter.

4. Contractor must provide 24x7x365 monitoring of network services, and access to technical support, to include the notification of downed nodes.

5. Contractor must be able to provide next day business support to all SDARNG network locations for service, support or hardware replacement, once it is determined that SDARNG equipment is not an issue.

The following locations need to be provided a dedicated queue in 1Mbps increments as mentioned above:
