Sources Sought Notice 16 April 2025
Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Additional Information: Specification and drawings have been included with this notice. All documentation is considered to be in a DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received. Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Small Business Size Standard: $45.0M
Solicitation: The BLM anticipates issuing a request for proposals end of May of 2025.
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
Magnitude of Construction: Between $1M – $5M https://www.blm.gov/
Anticipated Period of Performance: 445 calendar days after issuance of the notice to proceed. Assumes PoP Sep 2025 through Nov 2026. (Onsite work restrictions annually Mar 15 - Jul 15).
Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to reconstruct Melstone Dam located in in Musselshell County, approximately 1.5 miles west of Melstone, MT.
Major items of work include:
A. Unwater the reservoir and dewater the construction area B. Excavate the existing dam embankment and foundation to remove the existing outlet works structures and construct the new outlet works.
C. Reconstruct the dam embankment D. Construct a toe drain system consisting of drainpipes, precast concrete manholes, flow measurement flumes, and imported sand and gravel E. Construct new outlet works F. Excavation and grading the spillway G. Place imported road gravel surfacing along the crest of the dam H. Reclaim (prep soil and seeding) all disturbed areas, including construction staging areas and temporary road.
Submission / Response Contents: Interested businesses (small or large) should submit the following information:
(1) Company name, SAM UEI number, address, point of contact, telephone number, and email address
(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows:
A) SBA certified Historically Underutilized Business Zone (HUBZone) business B) Service-Disabled Veteran-Owned Small (SDVOSB) business C) SBA certified Woman Owned Small (WOSB) business D) Economically Disadvantaged Woman Owned Small (EDWOSB) business E) 8(a) business (include program entry and expiration) F) Socio-economically disadvantaged business G) Indian-owned small business economic enterprise
(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.
(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude of this project (emphasis on dam construction). Information regarding projects completed under similar construction conditions is requested.
