About this file
This document is a Single Source Justification (Simplified Acquisition) for a Cryogenic Thermometer System procurement by the Air Force Research Laboratory (AFRL/RIKO). The government intends to award a sole-source Firm Fixed Price (FFP) contract to Lake Shore Cryotronics, Inc. for an additional thermometer system to complement an existing quantum networking infrastructure. The total estimated value of the procurement is redacted, but the justification stems from the need to maintain uniformity and compatibility with a previously purchased system, and the vendor's statement that they do not have domestic resellers.
The procurement process included posting a Notice of Proposed Contract Action (NOCA) on SAM.gov between April 2-17, 2025, which received one response. However, as stated in the NOCA, the notice was not a request for quotation, and the government maintains its intention to award directly to Lake Shore Cryotronics, Inc. The contracting activity is located at 26 Electronic Parkway in Rome, NY, and the government commits to monitoring the market for future competitive opportunities in case research and development requirements change.

Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): -
D Yes
Section B: Description of the Supplies/Services Required
This action is for a new Firm Fixed Price (FFP) contract for the purchase of a Cryogenic Thermometer System. The Government intends to negotiate a sole-source contract with Lake Shore Cryotronics, Inc. to fulfill this requirement.
The total estimated value of the procurement is-.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Government has determined that other companies' products and services do not meet or cannot be modified to meet the Government's needs. Previously, in 2024, RITQ purchased a Cryogenic Thermometer System from Lake Shore Cryotronics, Inc. which has been integrated into its quantum networking infrastructure. A new dilution refrigerator will soon be added to the existing infrastructure, which will require an additional thermometer system for the measurement of quantum devices. In order to maximize uniformity and compatibility across the measurement infrastructure, it is imperative that the additional thermometer system for the new dilution refrigerator be identical to the existing thermometer system which, as previously stated, is Lake Shore Cryotronics, Inc. branded. Interchanges with Lake Shore Cryotronics, Inc have yielded that they do not maintain a network of resellers for their products and are the sole-source provider. For these reasons, the Government has determined Lake Shore Cryotronics, Inc. to be the sole-source provider of the required Cyrogenic Thermometer System.
Section D: Efforts to Obtain Competition
A Notice of Proposed Contract Action (NOCA) in the form of Pre-Solicitation Notice outlining the Government's intent to award a sole-source contract for the required items directly to Lake Shore Cryotronics, Inc. was posted to SAM.gov website between the dates of 02 April 2025 and 17 April 2025. One response to the NOCA was received ubmitted a quote for the required Lake Shore Cryotronics, Inc.
branded equipment. As stated directly within the SAM.gov NOCA posting, the NOCA is NOT a request for quotation, and no contract will be awarded on the basis of offers received in response to the notice. Considering this, and also considering Lake Shore Cryotronics, Inc. previously advised that they do not have any directly contracted domestic resellers (as discussed above), the quote submitted oes not change the initially contemplated strategy of a sole-source award directly to Lake Shore Cryotronics, Inc.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to monitor the market in order to identify opportunities to maximize competition in
