About this file

This is a Statement of Work (SOW) document attached to a Sources Sought notice for ventilation ducting at Portsmouth Naval Shipyard, issued by Defense Logistics Agency Land and Maritime. The SOW details technical specifications for four types of ducting: 1) Flex Tube Thermoplastic Rubber (TR-FR) in 4", 6", and 8" diameters with specific requirements for flexibility, temperature resistance (-60F to 275F), and fire retardant properties; 2) Blue Fire Retardant 14" Flexible PVC Hose with temperature range of 20F to 160F; 3) 20" Insulated Flexible Ventilation Duct with R-4 insulation value and temperature range of -20F to 180F; and 4) Aluminum Flexible Hose Assembly in 4", 6", and 8" diameters.

The requirement is for a 5-year IDIQ contract (1 base year plus 4 option years) starting approximately July/August, covering 11 different line items of ducting with specified minimum and maximum quantities per year. All materials must be packaged for forklift handling and ground-level offloading. Six approved vendors are listed, including New England Rubber, PRC Industrial Supply, and McGill Hose and Coupling. Non-approved vendors must submit 1-foot samples for testing. The notice seeks to determine interested vendors and potential set-aside opportunities, though no solicitation date is specified.

3.3. Construction: Two single-ply PVC vinyl coated polyester fabric plies protecting an insulation barrier reinforced with a spring steel wire helix & external PVC wearstrip. Insulation composed of 1” Fiberglass in the core layer.

3.4. Individual single-ply PVC coated polyester fabric must be constructed with a minimum fabric weight of 8.5 oz.

3.4.1. Interior and exterior layers must meet fire resistance performance rating of UL-94

3.4.2. Constructed with sewn cuff containing integral wire rope locking rings to enable multiple duct sections to be connected in series without requiring additional couplers or fittings

3.5. Exterior and interior fabric color must be white.

5. PACKAGING & DELIVERY REQUIREMENTS for all duct material

5.1. All duct material for delivery must utilize packaging methods and shipment methods that are conducive to movement by forklift, and should assume offload from ground level with no access to loading dock.

5.2. If duct material is boxed, with approximate box footprint of a standard pallet (ex: TR-FR or equal): multiple boxes may be packaged together, and material must be packaged for shipment in a way that can be easily lifted and moveable by forklift. Width of individual packaged unit should be approximately as wide as a standard pallet (not less than the distance between standard forks). Length of individual packaged unit should not exceed the approximate length of two (2) standard pallets. If all material in a single shipment is packaged in bundles that do not exceed the footprint of 2 standard pallets, then LTL (less than truckload) shipment may be sufficient.

5.3. If duct material is oblong, and exceeds the footprint of approximately 2 standard pallets (ex: aluminum): material must be packaged for shipment in a way that can be easily lifted and moveable by forklift. If any of the material for delivery exceeds the approximate footprint of two (2) standard pallets, shipment on a flatbed truck may be required, so material can be offloaded from the side.
