About this file

This document is a Standard Form 1449 Solicitation/Contract for Commercial Items issued by the Army Contracting Command - Rock Island (ACC-RI) for two specific battery-related components. The solicitation (W519TC25Q2165) seeks 500 Battery Hold Down units and 900 Battery Support Bolts, referenced by drawings 13105173 and 13105177, in support of the Rock Island Arsenal Joint Manufacturing and Technology Center. The procurement is set aside for small businesses, with a delivery date of 21 July 2025 and an offer due date of 17 March 2025 at 10:30 AM.

Key procurement details include a firm fixed price contract type, with the government intending to award to the lowest responsive, responsible offeror. Quotes must remain valid for 60 days, and on-time delivery is emphasized as potentially more important than price. The components are part of a Combat Solutions M2A4 Upgrade Kit, with a suggested source of supply being Fusion Fabricating & Manufacturing in Sterling Heights, Michigan. Payment will be made by DFAS via the Wide Area Workflow (WAWF) system, and a Certificate of Conformance is required. Contractors must obtain access to the referenced drawings through SAM.gov, which requires a Joint Certification Program (JCP) account.

SOLICITATION NARRATIVE

1. The Army Contracting Command – Rock Island (ACC-RI), CCRI-AH hereby issues solicitation W519TC-25-Q- 2165 for BATTERY KIT, and BOLT, BATTERY SUPPORT, in support of the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation is issued in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified AcquisitionProcedures).

2. Payment will be made by DFAS, via the WAWF system. Certificate of Conformance (COC) is required for this requirement.

3. Drawing:

13105173 and 13105177 are Distribution Statement D, and must be requested through SAM.GOV. Drawings are referenced for this solicitation. Please keep in mind that the Contract Specialist IS NOT the person who attaches drawings for availability OR provides access/approval to JCP or in the Contract Opportunities within SAM.gov system. Attachment of drawings AND access approval may take up to 48 hours to be reviewed and approved.

Drawings will be posted on SAM.gov, however, based on their Distribution status, explicit access may be required which means that contractor must request access in SAM.gov and will not be accepted unless they have an approved JCP account. Contractors must already have JCP approval to gain access to drawings. Next, Contractors should login to SAM.gov and access Contract Opportunities to request access to the drawings, please include your CAGE CODE in the "Reason for Request" block. It is required that the person requesting access is the person that submitted the DD2345 to JCP for approval initially as they are considered the Data Custodian. If this person is not the one requesting, your request will be denied.

**PLEASE NOTE: If you are requesting access to drawings and have not recently requested drawings for another ACC-RI opportunity, you may not be on the list for approval at ACC-RI and may be requested to submit your approved DD2345 to the Contract Specialist to forward to the persons who provide access.

Questions concerning completion and approval of the DD2345 form by JCP, please contact https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx

Questions about Contract Opportunities within SAM.gov system should be addressed with the GSA helpdesk on the bottom right hand side of the SAM.gov page where it states "Contact Federal Service Desk" or try (866)606-8220.

4. Quotes shall remain valid for 60 days.

5. The Government intends to award a Firm Fixed Price type contract from this solicitation to the responsive, responsible offeror who submits the lowest price. On time delivery can be more important than price. Unit Price shall be entered on of the CLINS listed. All unit price shall be in U.S. dollars and rounded to the second decimal.

6. Delivery Information: Delivery date for this requirement is 27 July 2025. Failure to comply with the contractual delivery schedule after award may result in termination of the order or require consideration if the Government elects to extend your delivery schedule. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflict, etc., are not acceptable excuse for failing to meet your delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this contract. The contractor must provide written notice of what the delay is, the new proposed delivery schedule, and offer consideration for the delay for Government consideration. If the Government elects to extend the delivery schedule, a formal modification will be executed. Early Delivery is authorized if at no additional cost to the Government. It is the responsibility of the contractor to ensure they are providing quality products that conform to the contract terms and conditions (to include delivery schedule). Delivery of non- conforming products results in delivery/acceptance delays and increased cost to the Government.

7. The cognizant Contract Specialist is Kevin Gilmore, 309-782-3558, kevin.c.gilmore.civ@mail.mil. Procuring Contracting Officer Cathy Mendoza, 309-782-1258, cathy.k.mendoza.civ@army.mil.

8. Rock Island Arsenal (RIA) Visitor Access Passes are issued to individuals, not companies or groups. All visitors, to include transportation and freight services, official and unofficial, are highly suggested to preregister at least three (3) business days prior to their visit. Pre-registration of visitors allows for the National Crime Information Center NCIC-III background check to be conducted prior to the individual arriving at RIA, reducing their wait time upon arrival. It is the responsibility of the prime contractor to ensure that this information is passed along to any subcontractor or transportation provider used during the performance of this purchase order. DRIVERS WHO DO

NOT MEET THE INSTALLATION ACCESS REQUIREMENTS WILL NOT BE INSATALLATION AND WILL

BE TURNED AWAY.
