About this file
This document is a Memorandum to the File (ARP 53.13-1) justifying the use of other than full and open competition for a simplified acquisition under the Federal Acquisition Regulation (FAR). CAES Mission Systems LLC, located in Woburn, MA, will be procuring Integrated Microwave Assemblies (IMAs) for the EA-18G Airborne Electronic Attack (AEA) Suite supporting the AN/ALQ-218 Tactical Jamming System Receiver. The acquisition is for 14 variable attenuators with a 12-month Required Delivery Date (RDD) at 7 units per month.
The justification for sole-source procurement is based on CAES IMAs being the only tested, qualified, and approved components for the WRA 1-4 assemblies under the existing contract. Market research indicates these parts have a long lead time, potential obsolescence issues with sub-components, and a unique knowledge base. The government has technical data and production rights for these IMA units, which were previously purchased and repaired by Northrop Grumman Systems Corporation. NSWC Crane has been appointed as the Depot Level Maintenance and Repair Facility, and no other vendor can provide the same form, fit, and function needed to meet fleet readiness requirements within a comparable timeframe.
