This is a federal solicitation (Request for Quote) for an Anechoic Chamber Upgrade at Naval Surface Warfare Center (NSWC) Crane in Indiana. The solicitation (N0016425Q0617) seeks a small business contractor to provide and install upgrades to the anechoic chamber in Building 3330S, with three contract line items (CLINs): upgrades to the Anechoic Chamber System, installation of those upgrades, and associated technical data requirements. The project involves upgrading equipment to test the AN/SLQ-32(V)6 Electromagnetic Warfare suite, including a compact range reflector, AUT positioner system, chamber shield and absorber upgrades, and field probe evaluation.
The solicitation is 100% set aside for small businesses, with a solicitation issue date of 01 May 2025 and quote response deadline of 31 May 2025 at 4:00 PM Eastern Time. The contract will be firm-fixed price, with a delivery period of 18 months from the award date. Section C - Description/Specifications/Statement of Work
BLDG 3330S ANECHOIC CHAMBER UPGRADE
STATEMENT OF WORK (SOW)
Statement of Work
1.0 Scope
This SOW covers upgrading the anechoic chamber, referred to herein as "chamber", in BLDG 3330S at NSWC Crane in Crane, IN. The chamber requires significant upgrades in order to test the newest variant of the AN/SLQ-32 Electromagnetic Warfare (EW) suite, the AN/SLQ-32(V)6. Needed upgrades include reflector, positioner, chamber controlling equipment, shielding and absorber, and field probe. Specific requirements for each of these upgrades will be outlined in Section 3.0. These upgrades are required due to higher operating frequency ranges of the AN/SLQ-32(V)6 Antenna Array Panel Assembly (AAPA). Cobham Advance Electronic Solutions (CAES), recently purchased by Honeywell International Inc is the Original Equipment Manufacturer (OEM) of the AAPA.
1.1. Background
SEWIP Block II provides anti-ship missile defense capabilities to the US Navy fleet. The AN/SLQ-32(V)6 EW suite has been designed to replace and improve upon Legacy variants of the AN/SLQ-32 EW suite. As this new system is being fielded, sustainability and maintainability of the above-deck electronics shelters have been key issues The lead time for repairs and new procurements is 12 to 18 months. With these constraints, the method of .
providing the fleet with AAPAs is to cannibalize systems not yet installed in the fleet. Thus, WXM has been tasked with developing screening, repair, and testing capability to meet fleet demand for AAPAs and maintain continuity of operations of the deployed US Navy fleet.
The current equipment in the BLDG 3330S anechoic chamber does not support testing at the higher frequency ranges of the AAPA. Additional mechanical positioning equipment is required to secure and manipulate the AAPA for various testing scenarios. This new equipment requires modernized electronic equipment to control the positioner and ancillary equipment.
2.0 Applicable Documents
The following documents of the revision or issue in effect at the date of award, form a part of this SOW for reference. The contractor shall use the current revision when the referenced version has been superseded. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail. Nothing in this document supersedes applicable Federal, State or Local laws and regulations unless a specific exemption has been obtained.
