About this file
This document is a Memorandum to the File justifying a sole source procurement for Receptacle Connectors used in the Trident Submarine Navigation Subsystem. The procurement is for Brantner and Associates LLC, located in El Cajon, California, to supply TR-143A Connectors (PN: 7146194-201) for quantities of 14 US (Ohio) and 4 UK (UKV) units, with an estimated delivery date of 12/01/2025.
The justification for sole source procurement is based on the vendor being the only qualified supplier for these specialized connectors. The Trident Naval Strategic Systems Program requires extensive qualification testing at three levels (individual connector, assembly, and operational sea testing), which would cost over 100% of the acquisition price and require approximately 12 months to complete for a new vendor. The document emphasizes that no substitute items can be used without prior testing and approval from the Strategic Systems Program Office, making Brantner and Associates the only currently qualified vendor for these critical submarine navigation system components.

This vendor is the sole source for the Receptacle Connectors (PN:7146194-201) used for the TR-143A Transducers of the Navigation Subsystem currently deployed in the TRIDENT Submarine fleet. The Trident NSS Program requires major suppliers to go through a qualification plan that costs approximately based on prior qualification testing costs.
Each item has to be qualified at 3 levels of testing- individual item (connector), next level assembly (cable/hydrophone), and operations testing at sea. This represents over 100% of the cost of the instant acquisition. In addition, an estimated 12 months would be required to qualify another vendor. Therefore, it is not considered cost effective to qualify a new vendor due to the costs indicated above, schedule impact to the program, and no major price or performance improvements to achieve. Only Brantner and Associates have met this requirement and are currently qualified to build the connectors for the Trident NSS Program.
Notes on each drawing state that only the item described on the drawing, when procured from the vendor listed, is approved by the Strategic System Program Office for use in the specified applications. No substitute item is to be used without prior testing and approval from this Program Office
