About this file

This document is a Justification and Approval (J&A) for other than full and open competition issued by the Naval Surface Warfare Center, Crane Division for a sole source award to Optikos Corporation. The procurement is for approximately 30 optical lenses (PN: 115049-0002, 125mm focal length) and 24 lenses (PN: 115049-0001, 80mm focal length) to support the Tactical Airborne Sensor (TAS) system's sustainment. These lenses are critical components integrated into L3Harris' Wescam MX series electro-optic sensor that has been modified by Arete to incorporate Optikos Corporation lenses.

The J&A cites 10 U.S.C. 3204(a)(1) as the authority for sole source procurement, noting that Optikos Corporation is the only responsible source capable of meeting the requirement. The justification explains that the government lacks technical data rights and that seeking alternate sources would result in unacceptable delays of at least 16 months and substantial duplication costs. An RFI was posted on SAM.gov from November 29 to December 13, 2024, with no responses received except from Optikos Corporation. The contract will be funded with FY25 RDT&E funds, and the Contracting Officer has determined the anticipated costs to be fair and reasonable. The Naval Surface Warfare Center Crane has no immediate plans to compete future requirements for these supplies unless another viable source emerges.
