About this file
This document is a Single Source Justification (SSJ) from the U.S. Department of State for renewing a Cellebrite Inseyets Online Pro license for the U.S. Embassy in Lima, Peru. The procurement is for a one-year license period from September 11, 2025, to September 10, 2026, with an estimated value of $28,000. The license includes 65 Inseyets Online Limited Unlocks and will be utilized by the Office of Homeland Security Investigations and the Peruvian National Police Transnational Criminal Investigative Unit for criminal investigations.
The justification highlights Cellebrite as a leader in digital forensics, with unique capabilities in mobile device data extraction, particularly as the only tool for unlocking iPhones. The document notes Cellebrite has one competitor (Magnet Forensics) but emphasizes Cellebrite's exclusive licensing agreements and broader device support. The sole source procurement is justified by the vendor's specialized operational capabilities and critical mission requirements for HSI Peru, with the Contracting Officer certifying the price as fair and reasonable.

Cellebrite provides specified law enforcement forensic equipment and software utilized in criminal investigations. Cellebrite is one of the leaders in digital forenslcs and contracts currently with Homeland
Security lnvestigations in the United States to provide these services.
Cellebrite has one competitor which offers similar services (Magnet Forensics). Cellebrite and Magnet
Forensics are both leading digital forensics software companies, but they each specialize in different aspects of the field. Cellebrite focuses on data extraction and acquisition, particularly from mobile devices, with tools like UFED and Physical Analyzer. Magnet Forensics, on the other hand, is known for its comprehensive data analysis and investigation platform, Magnet AXIOM, which can handle data from various sources including computers, cloud, and mobile devices. The main and most important differences between the two software are that Cellebrite supports more devices as well as being the onlv tool utilized for unlocking iPhones.
Due to the operational capabilities of this vendor and the mission critical operational requirements of HSI
Peru, we recommend approval of this single source vendor.
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
Our current one-year Cellebrite lnseyets license is set to expire on September tO,2025. Renewing our
Cellebrite license will allow the Office of Homeland Security lnvestigations and the Peruvian National Police
(PNP) Transnational Criminal lnvestigative Unit (TCIU) in Lima, Peru to accomplish its mission critical operational objectives.
