This QASP does not detail how the Contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is also to establish a method to provide feedback to the Contractor regarding quality and timeliness of the service performance, i.e., copies of inspection forms and any other measures of performance that are required by the COR. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.

a. Contracting Officer (KO) - The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. This individual has primary responsibility for accepting, rejecting, or requiring correction of any deficiencies found in deliverables unless otherwise defined in this contract and to advise the Contracting Officer on technical matters.

The COR shall keep a quality assurance file. At the conclusion of the contract or when requested by the KO, the COR shall provide copies of documentation to the KO.

4. Requisite Service: This column identifies the requisite services for evaluation.

5. Performance Standards: This column identifies the performance standard for each requisite service.

6. Acceptable Quality Level (AQL): This column represents the quality of performance, when not met, indicates the Contractor’s quality of performance/services is unsatisfactory. AQL when expressed as a percentage represents the percentage of inspected items that must be acceptable to meet the AQL. It does not represent the percentage of items that the Government inspects.

7. Method of Surveillance: This column describes how the Government will evaluate the Contractor on their performance. Various methods exist to monitor performance. Below are examples of surveillance/monitoring methods the COR may use in the administration of this QASP. Regardless of the surveillance method, the COR will provide the details when a problem/defect is identified Examples of surveillance methods include:

i. Direct Observation (e.g. real-time observation of services being performed)

ii. Assessment of Deliverables (e.g. verification of the timeliness and quality/sufficiency of required submittals listed).

iii. Review of Invoices (e.g. verification of the accuracy of submitted invoices)

iv. Random Inspections (e.g. random sampling of repair work, functionality of elevators and review of applicable paperwork at periodic and unannounced frequencies).

8. Performance Requirements Summary (PRS): The Government intends to receive the services for which it contracted. The Government will only pay for services received. The Performance Requirements Summary (PRS) table summarizes the specific work that the Contractor performs under this contract, including performance standards. The Government shall compare contractor performance to the Performance Standards.

Work that is deficient, and does not meet contract requirements, shall be re-done by the contractor at no cost to the Government. When the Government determines formal written communication is required, a Contract Discrepancy Report (CDR), will be prepared and furnished to the Contractor's primary or alternate POC. The CDR will specify if the contractor is required to prepare a corrective action plan to document how the contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the contractor must present this corrective action plan to the COR.

A CDR template is attached to this QASP. The contractor shall acknowledge receipt of the CDR in writing.

1. Unacceptable Performance: The COR maintains the right to reject any work that is found to be in error, incomplete, illegible, or in any way not conforming to the specifications outlined in the contract. When performance is determined unacceptable, as defined in the QASP, the COR will inform the Contractor’s onsite representative that performance is unacceptable and provide written documentation. Disputes in surveillance should be referred to the

KO.

2. Correction of Non-Performance of Work: Contractor shall employ an adequate quantity of personnel to insure that any area found to be not in compliance and therefore not acceptable, shall be made acceptable by the performance or re-performance of the work, where such re-performance is possible, during the first business day after noncompliance has been observed by or reported to and verified by the COR.

Note: The Government will make payment only for services received as set forth in the contract. The Government may request the contractor re-do unsatisfactory work at no additional cost to the Government.
