About this file

This is Addendum #3 to Connecticut Department of Administrative Services Solicitation #25PSX0377 for rental of services and equipment for roadway construction by the Connecticut Department of Transportation. The addendum provides clarifications, revisions, and answers to vendor questions regarding equipment specifications and contract terms. Key equipment items include a Long Reach Excavator (Item #6) with a minimum 40-foot reach comparable to a CAT 352 LRE, operating weight of 128,800 lbs or less, and a Screening Plant with Wheeled Loader (Item #15) comparable to a Reed Screenall RD90EZ with a John Deere 544 pay loader. The original solicitation was open February 4 through February 19, 2026, with vendor questions accepted through February 10, 2026. Awards will be made to the lowest responsible qualified respondent based on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms, with multiple awards intended across Connecticut DOT maintenance districts to ensure adequate geographic coverage.

The contract pricing shall remain firm for the first 24 months from the effective date. Beginning in the third contract year, contractors may request price adjustments based on the percentage change in the Producer Price Index for Construction Machinery and Equipment Rental and Leasing as published by the U.S. Bureau of Labor Statistics, with adjustments limited to the actual index change and subject to DAS approval. During extension terms, contractors may submit no more than one adjustment request per extension year using the same methodology. The addendum clarifies that exhibit pricing for equipment with operators applies only to equipment requiring trailering for transportation, that the state will provide dump trucks and disposal areas for debris, mobile traffic control for sweeping and catch basin operations, and water refills counted as working hours. The solicitation requires prevailing wage compliance under Connecticut General Statute Section 31-53(a) and mandatory representations regarding nondiscrimination, consulting agreements, and campaign contributions through the CTsource portal.

Question Answers

6. Item 6 Long reach excavator, in the description it is comparing it to a wheeled excavator. Is the intent to have a wheeled long reach excavator. The boom minimum reach state 40’, does that mean that a long reach with 60’ or larger reach will be priced against a boom of 40’ for the hourly rate?

No, we do not want to have that listed as a wheeled excavator. It has tracks, also the machine that we list the Cat 352 LR has a boom length of 40’, We are looking for a price for any machine that meets that spec. If the vendor has a larger machine with a longer reach he can provide that machine for the same cost as the one we are asking for. Vendors also have the ability to rent the specific size we are looking for.
