About this file
This is an Exhibit B Price Schedule for contract 25PSX0307 issued by the State of Connecticut Department of Correction for the procurement of conversion-coated aluminum substrate coils used to manufacture reflectorized license plates for the department's plate shop. The contract involves the supply of conversion-coated aluminum coils with an estimated annual quantity of 240,000 pounds. Bidders must complete all required fields including contractor name, prompt payment discount terms, and unit pricing for cells E9 and E10, with failure to provide complete pricing information resulting in bid rejection. The price schedule structure, column headings, and format may not be altered by bidders, though supporting documentation may be submitted separately.
Pricing for the conversion-coated aluminum coils consists of two components: a variable raw material cost based on the U.S. Midwest Transaction Price for P-1020 aluminum per pound, and a fixed process fee for conversion costs including coating, labor, overhead, compliance, and profit. All pricing must be quoted in USD per pound without surcharges, with all costs incorporated into the fee. Pricing shall remain firm for twelve months from the effective date, after which contractors may request price adjustments only during the thirty-day period before each annual anniversary, supported by documentation referencing U.S. Midwest Transaction Price data from industry sources such as Platts/Argus. Only the raw aluminum component is subject to escalation; conversion charges including processing, coating, certification, packaging, and delivery remain fixed for the contract term. The baseline award price is established at contract award and used to set ceiling and floor bands at fifteen percent variance for subsequent invoice comparisons, with the state reserving the right to order quantities greater or less than estimated amounts based on actual requirements.
