About this file

This is a cost proposal sheet for the California Public Utilities Commission (CPUC) California Connect Contract Oversight Management (COM) contract. The contract involves oversight and management services for the California Connect program, with deliverables including transition-in activities, monthly staffing reports, oversight methodology and workplans, vendor deliverable reviews, compliance tracking logs, change request tracking, service-level agreement monitoring, monthly oversight reports and dashboards, risk and issue logs, invoice validation, budget monitoring and forecasting, meeting support materials, executive briefing packets, advisory committee support, equipment inventory audits, and transition-out closeout packages. The contract is structured with two base years and two optional years, with labor categories including Program Oversight Director, Financial Oversight Lead, Reporting and Data Validation Lead, and Support Oversight Personnel. The contract term extends across multiple years with the possibility of renewal through the optional years.

The maximum Not-to-Exceed (NTE) amount is $3,500,000 per contract year, with bidders required to price all labor-based tasks within this ceiling. The CPUC has established fixed amounts of $750,000 annually for the CA Connect Advance Account and $100,000 annually for an independent inventory audit, totaling $850,000 in CPUC-established program funds per year. Bidders must provide fully loaded hourly rates for all labor classifications and estimate total labor hours required for each task, though these hours do not guarantee minimum work levels. Optional years must be priced separately for evaluation but do not obligate the CPUC to exercise the options or encumber funds. A $62,500 annual allocation is provided for CPUC-directed unanticipated tasks, while transition-in and transition-out activities are priced as one-time lump-sum deliverables. The bidder must certify that all proposed rates are fully loaded and that no CPUC-established amounts have been altered.

Bidder Cost Proposal

CALIFORNIA CONNECT CONTRACT OVERSIGHT MANAGEMENT (COM) – COST PROPOSAL
Instructions:

CPUC has established a maximum Total Not-to-Exceed (NTE) amount of $3,500,000 for each contract year, including each base year and each optional year. The annual NTE includes all bidder-priced items and CPUC-established amounts identified in this Cost Proposal for the applicable contract year. A proposal that exceeds the $3,500,000 annual NTE in any contract year shall be deemed non-responsive and will not be considered for award.

Optional Years 3 and 4 shall be priced separately for evaluation purposes. Pricing of an optional year does not obligate CPUC to exercise the option or encumber funds for that optional year.

Gray CPUC-established amounts are fixed and shall not be altered. Transition-In and Transition-Out are one-time lump-sum deliverables. CPUC-Directed Unanticipated Tasks shall be priced using the labor classifications and hourly rates provided in this Cost Proposal. Labor hours shall be estimated by the bidder for evaluation purposes only and do not guarantee any minimum level of work.

Support Oversight Personnel is a labor classification and does not represent a fixed number of individuals. Bidders shall estimate the total labor hours necessary to perform the required services. The Contractor may assign one or more individuals within this labor classification, provided that the total number of Support Oversight Personnel assigned under the Agreement does not exceed the maximum permitted by the Statement of Work without prior CPUC approval.
