About this file

This is a Request for Quotation (RFQ) from the California Department of State Hospitals (DSH) at the Atascadero location, solicitation number 25MP02, issued on October 16, 2025. The RFQ seeks quotes for a Ford Wood Wagon with multiple specified modifications, including two-passenger fold-away seats, wheelchair securement systems, ADA lift, interior modifications, floor treatments, safety equipment, and various other vehicle enhancements. The solicitation is for a competitive, advertised procurement method with a low-cost determination evaluation approach. The quote response is due by October 30, 2025, with an evaluation date of October 31, 2025, and the delivery location is the DSH receiving dock at 10333 El Camino Real, Atascadero, CA.

The solicitation includes several notable provisions, such as a requirement for recycled products, a Disabled Veteran Business Enterprise (DVBE) waiver, and a Generative AI disclosure requirement. Bidders must notify the state if they intend to use or provide generative AI that could materially impact system functionality, state risk, or contract performance. The RFQ provides DVBE participation incentives ranging from 3% to 5%, with corresponding percentage credits. The document also outlines post-award protest timelines, including dates for submitting protest requests and full written statements. Bidders are required to complete several forms, including a Darfur Contracting Act Certification, Payee Data Record, Bidder's Declaration, and a Postconsumer-Content Certification, demonstrating the state's comprehensive approach to procurement and social responsibility.

Purchasing Agent: PO #:

Phone: E-mail:

The State Agency Buy Recycled Campaign (SABRC) is a state mandated program that requires the reporting of all purchases made within 11 specified product categories. All state agencies are required to verify the recycled-content of all products purchased within each of these categories.

All businesses shall certify in writing to the contracting officer or his or her representative the minimum percentage, if not exact percentage, of postconsumer recycled-content (PCRC) material in the products, materials, goods, or supplies offered or sold to the State regardless of whether the product meets the minimum content requirements specified in law (see reverse side). The certification shall be furnished under penalty of perjury. The certification shall be provided regardless of content, even if the product contains no recycled material. A State agency may waive the certification requirement if the percentage of postconsumer material in the products, materials, goods, or supplies can be verified in a written advertisement, including, but not limited to, a product label, a catalog, or a manufacturer or vendor Internet website.
