PURCHASE DESCRIPTION

FOR

Electronic Leveling System

1.0 SCOPE:

1.1. This Purchase Description specifies the Performance requirements for an Electronic Leveling System (ELS). The ELS is primarily intended to calibrate the flatness of surface plates.

2.0 PERFORMANCE REQUIREMENTS:

2.1. Electronic Leveling Heads: The ELS shall have two electronic leveling heads. Each head shall have a quick response to slight angular changes, which will allow for fast and accurate measurements at various orientations.

2.1.1. Communication with indicator: The two ELS heads shall communicate with the indicator in one of two ways. Either with 20-foot cables or by secured wireless transmission which adheres to AFMETCAL cyber security requirements.

2.2. Electronic Leveling Head Bases: Each ELS leveling head shall have a fixed base with a 2-inch centerline distance between the pads of the device.

2.3. Indicator: The ELS indicator shall have linear measuring range of +/- 0.010, and +/- 0.001 inch. The corresponding digital resolution for these ranges will be 0.00001, and 0.000001 inch. It shall also have an angular range of +/- 1000 and +/- 200 arc sec. The corresponding digital resolution for these ranges will be 1 and 0.1 arc sec.

2.3.1. The repeatability and accuracy of this amplifier shall be +/- 1 digit.

3.0 FUNCTIONAL REQUIREMENTS:

3.1. User Interface: The system shall communicate with a computer via a USB-A, USB-C, RJ-45, or RS232 interface.

3.1.1. Communication protocols and commands shall be provided to facilitate calibrations using AFMETCAL-developed software.

3.2. Ancillary Equipment: The ELS system shall include Cables, Connectors, and any other necessary equipment to perform measurements and meet the requirements of this Purchase Description.

4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

4.2. Facility Requirements:

4.2.1. Electrical Power and Connections: ELS shall operate on 120 v and 60 Hz.

4.2.2. System shall have a rechargeable battery with 10 hours of operation under full load.

4.3. Any supplied cable shall be at least 5 meters in length.

4.4. Operating Environment: The ELS system shall be capable of operating with the above-mentioned performance in a laboratory environment of 67-79 degrees F with a relative humidity of 20-50%.

4.5. Carrying/Shipping Case:

4.5.1. A reusable Storage and Transportation Case(s) shall be rugged, waterproof, with at least two handles and fit the ELS system, Ancillary Equipment, and user’s manual.

4.5.2. Storage case shall be capable of repeated opening and closing without degradation of the reusability of the case.

4.5.3. Storage Case shall be secured using latches or locks.

4.5.4. Storage case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.

4.5.5. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation.

4.5.6. Storage case interior material shall be manufactured from a material that will not corrode any part of the ELS system or Ancillary Equipment; the material shall be oil resistant and not deteriorate.

4.6. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

5.0 OPERATOR’S MANUAL: The ELS System shall come with a Commercial Off the Shelf (COTS) operator’s manual describing features and functions, assembly and start up, detailed operation, instructions and troubleshooting, adjustments, technical data, maintenance and care, and warranty.

6.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

7.0 TESTING: The item will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed to assure the item meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.
