About this file

This document is a Justification and Approval (J&A) for a non-competitive Basic Ordering Agreement (BOA) issued by the Naval Surface Warfare Center, Crane Division for the Multi-Function Active Sensor (MFAS) AN/ZPY-3 Radar System supporting the MQ-4C Triton Unmanned Aerial System (UAS). The five-year BOA will be established with Northrop Grumman Systems Corporation, who is the Original Equipment Manufacturer (OEM) and currently the only source capable of providing the specialized radar system components and organic depot repair capabilities.

The BOA covers procurement of various radar system components including synchronizers, waveform generators, power supplies, receivers, and other critical electronics. The anticipated BOA duration is from 01/15/2025 to 01/15/2030, with funding allocated across Research, Development, Test & Evaluation (RDT&E), Aircraft Procurement-Navy (APN), and Operations & Maintenance (O&MN) appropriations. A sources sought announcement was posted on 11 October 2023, which closed on 26 October 2023 with only SAIC responding, ultimately confirming Northrop Grumman as the sole viable source for these specialized maritime intelligence and surveillance radar system components.
