About this file

This is an Addendum No. 1 to Solicitation for Quote (SFQ) #25FS0036 issued by the California Department of Veterans Affairs (CalVet) Central Business Office, dated March 17, 2026. The addendum provides a Questions and Answers document addressing bidder inquiries regarding non-emergency medical transportation (NEMT) services for a veterans home facility in the Fresno/Clovis area. Based on historical data from July 2025 to February 2026, the home averaged 5-6 transports per month (39 total transports), consisting of ambulatory, wheelchair, and gurney services. Most transports are scheduled during standard business hours (6:00 AM to 6:00 PM), with minimal after-hours requests and no long-distance transports exceeding 225 miles recorded to date. Recurring destinations include VA facilities in San Francisco and Palo Alto. CalVet anticipates awarding the contract within 5 days of bid opening, with no transition period provided from the outgoing contractor.

Bidders must comply with standard NEMT and ambulance regulations, TB screening, Hepatitis B vaccination offers, and infection control requirements, with driver credential approval typically requiring one to two weeks. CalVet does not mandate vehicle age limits, branding requirements, or specific scheduling system integration. The contractor must submit daily service reports and mileage documentation, with reported mileage accepted without requiring GPS verification. Communication for urgent requests should occur via both phone and email simultaneously. CalVet reported no significant performance challenges or invoicing deficiencies with the previous contractor and seeks no specific improvements from the next vendor. Performance review meetings will be conducted only if incidents occur or concerns arise.
