I. PURPOSE / BACKGROUND / SCOPE OF WORK
A. Purpose
This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to develop and deliver an interactive training and train-the-trainer program to support agencywide implementation of the Model. This training program will be co-developed with and vetted by community partners to ensure it reflects community perspectives.
For a detailed description of the work to be performed, please refer to Attachment 2, Draft Standard Agreement. No work shall begin until all required signatures and approvals are obtained, and the CARB Contract Manager provides direction.
The contract term shall be for eighteen (18) months from the actual start date of the Agreement. The total budget for the entire contract is Two Hundred Thousand Dollars and Zero Cents ($200,000.00). Proposals exceeding this amount may be deemed non-responsive and ineligible for award.

B. Background
The California Air Resources Board’s (CARB) is committed to just social change by working at all levels within the organization and externally to address environmental injustices and advance racial equity in the achievement of its mission. Resolution 20-33, adopted by CARB in 2020, calls on staff to formally establish and advance racial equity and social justice measures throughout CARB’s work, including by identifying and implementing best practices for community engagement to advance equity in process and outcomes.
In response to Resolution 20-33 and staff requests for guidance on community engagement, CARB developed the Community Engagement Model (Model) – an agencywide guidance document that standardizes equity-centered best practices for meaningful community engagement. The Model supports CARB staff in incorporating community perspectives into engagement efforts supporting CARB’s work, to build trust, strengthen relationships, and advance equitable outcomes for all Californians, particularly those most impacted by air pollution, climate change, and environmental injustices. The Model was developed through a collaborative process led by the Community Engagement Capacity Building (CECB) Workgroup, which contracted nineteen (19) community experts from across California and conducted extensive public engagement. As shared in the informational update to the Board in March 2025, CARB leadership has directed staff to apply the Model in all CARB activities that impact the public. This ensures community engagement is consistent, effective, and equitable. To support successful implementation and outcomes, an agencywide training is essential to equip staff with the knowledge and tools needed to use the Model effectively.
C. Scope of Work
The objective of this community engagement training development is to ensure CARB staff are equipped with the knowledge and tools to effectively apply the Community Engagement Model in all public-facing activities. This training will standardize equity-centered best practices across the organization, strengthen relationships with impacted communities, and advance equitable outcomes consistent with CARB’s mission1 and Resolution 20-332. The Contractor shall develop and deliver a comprehensive training curriculum that supports consistent, effective, and meaningful engagement aligned with the Model.
For a detailed description of the work to be performed, please refer to Attachment 2, Draft Standard Agreement.

4. Preference and Incentive Application – Optional
a. DVBE Incentive Points are factored by multiplying a Proposer’s DVBE participation commitment percentage (%) by the total possible points that could be awarded (see Table 1 below). This amount is then added to the Proposer’s total points. In the Table 2 sample below, Proposer B received a 60-point incentive (.05% commitment x 1200 total points available), which was added to its total points resulting in its proposal ranking as first in line for award. Proposer C’s 2% commitment resulted in its receiving 24 incentive points and making its proposal rank as second in line for award.
b. Preference is calculated by multiplying 5% of the highest scoring NSB proposer, and adding those points to SB proposers and NSBs subcontracting 25% or more to a SB. In the Table 2 sample below, the calculation is based on Proposer B’s 1155 points x .05 resulting in 57.75 additional points added to the certified SBs (A and C).
c. Under the High Score Method, it is possible to displace a high point certified SB with the application of the DVBE Incentive.
