3. SERVICES TO BE PROVIDED
ASL Interpreter Services shall be provided on an “As-Needed” basis at various locations Statewide.
A. Commission Meetings
To protect public safety, the Commission regularly meets in confidential, closed sessions to discuss, deliberate, and consider educator discipline cases. The Commission also appoints the Committee on Credentials (hereinafter called “COC”). The COC is an investigatory body that reviews allegations of misconduct against credential applicants and holders. Educators under review have a right to appear before the COC. Educators petitioning for the reinstatement of a revoked credential have a right to appear before the Commission.
1) Educators may request reasonable accommodation for ASL interpreting services during their appearance. The Commission will need to provide an ASL interpreter(s) to an individual credential holder or individual credential applicant during closed-session meetings. Confidential, closed session appearances occur at the CTC’s Main Offices, 651 Bannon Street, Suite 600, Sacramento, CA 95811 during regularly scheduled (and from time to time, special or emergency session) meetings.
2) The confidential, closed session appearances typically occur in person;
however, video remote conferencing may be available with prior approval by the CTC. ASL interpreting is necessary to provide spoken English-to-ASL and ASL-to-spoken English simultaneous translation in real time.
B. Office of Administrative Hearings Adjudications
In addition to providing interpreter services to the Commission, the Contractor shall also provide interpreter services to the Office of Administrative Hearings (OAH) adjudications involving the Commission. As directed by the Commission, Contractor shall provide one (1) or more interpreter(s) via video/telephone conferencing or in-person at an OAH Hearing Office.
1) Although remote interpreter services may be permitted by OAH, Contractor must also be able to provide in-person interpreters for services at any of the OAH’s four (4) offices throughout the State of California, located at:

Interpreter(s) will be required to state their appearance on record, including any certifications to qualify as an interpreter for the court’s record.
3) OAH appearances may not always occur at the OAH’s offices listed above. If so, the Commission shall notify the Contractor of the alternative location when issuing the Work Authorization Request. If the in-person appearance occurs more than five (5) miles from an OAH office, Contractor shall be eligible for additional travel expense reimbursement for each interpreter, in addition to the respective OAH region’s hourly rate.
a) The Contractor’s additional travel expenses shall be limited to the rates determined by the California Department of Human Resources (CalHR). For informational purposes only, reimbursement rates are available here:
https://www.calhr.ca.gov/employees/pages/travel-reimbursements.aspx
b) Every expense associated with travel reimbursement claims must be pre-approved by the Commission. Eligible travel expenses are limited to the number of interpreters necessary to perform interpreter services each day of the OAH hearings.
c) Travel expenses eligible for reimbursement are limited to the interpreter(s)’ actual expenses.
d) The Contractor agrees to provide all necessary documentation and receipts to the Commission for successful submission of travel reimbursement expenses.
e) In the event of a dispute regarding travel expenses, the Contractor agrees that any eligible travel expense must be in the best interest of the State and shall be at the lowest cost available to the State of California. As a result, any expense eligible for travel reimbursement shall be determined by the Commission in accordance with CalHR’s policies for rates of travel expenses. Additional travel costs to interpreters, beyond the costs eligible for reimbursement and pre-approved by the Commission, shall be the responsibility of the Contractor.
