About this file

This is Addendum Number 1 to Invitation for Bids (IFB) 25C037002 issued by the California Department of Highway Patrol on May 11, 2026, for Employee Health & Wellness Section Meal Provision Services. The contract calls for meal provision services through vending machines at three delivery locations: Modesto Area office (70 full-time employees), Ocean Side Area office (75 full-time employees), and East Los Angeles Area office (90 full-time employees). Meals must be individually packaged and labeled with nutrition information and expiration dates, maintained at appropriate temperatures between weekly deliveries conducted on weekdays only. The department encourages medically tailored meals to promote heart health and will allow vendors to conduct dietary preference surveys at each site. Vendors are encouraged to offer standard, vegetarian, dairy-free, vegan, halal, kosher, gluten-free, and allergen-sensitive meal options. All meals must comply with nutritional guidelines specified in Exhibit A of the Scope of Work. The contract includes a 6-month evaluation period with no guaranteed minimum order quantities.

There are no invoicing procedures associated with the 6-month evaluation period, as CHP employees will pay for meals individually at the time of purchase using an ADA-accessible Point of Sale system on the vending machine. No electronic invoicing systems or reporting formats are required. Vendor personnel will require escort while on CHP premises but will not need background checks, security clearances, or badges. There is no incumbent contractor currently providing these services, and no historical contract usage or spend information is available. No volume increases or optional service expansions are anticipated during the agreement term, and no emergency response or after-hours meal services are required.
