About this file
The document is an Invitation to Bid (ITB) for a Cultch Management project issued by the Connecticut Department of Agriculture, solicitation number 25935, with a bid period from October 18, 2024, at 7:00 AM EDT to October 26, 2024, at 2:00 PM EDT. The Department is seeking bids for dried/cured oyster shells that have been land cured for a minimum of 6 months, with delivery options by land or water to specific locations including Bridgeport/Stratford Natural seed beds and 190 Rogers Avenue in Milford. Vendors are required to specify the maximum volume of shell they can provide and submit a price per bushel, with the Department reserving the right to select multiple vendors to meet oyster enhancement goals. The approximate delivery window is May 20th to June 10th, with vessel delivery taking 3-4 good weather days and land delivery beginning May 20th, with boat loading starting May 27th and continuing through June 6th.
The solicitation is open to all vendors, with delivery terms set as Free On Board Destination and payment terms to be specified by the vendor. No specific contract value, budget range, or incumbent vendor information is provided. The bid focuses on acquiring oyster shells for environmental restoration purposes, with vendors evaluated based on their ability to provide the required shell volume, meet the 6-month land curing specification, and offer competitive pricing. Final bids are due by November 1st, and questions or bid submissions should be sent to Agri.aquaculture@ct.gov. The contact person is David Carey, who can be reached at 203-874-0696 ext 103. The procurement process appears designed to provide flexibility in meeting the Department of Agriculture's oyster enhancement objectives by potentially selecting multiple vendors.
