About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The Coast Guard is procuring twenty (20) Manifold Assembly, Hydraulic units (Part Number 2014-101-00M; NSN 2590-01-688-0269) for a 35' LRI-II asset from the sole suggested source, Marine Jet Power, Inc., located at 6740 Commerce Court Drive, Blacklick, Ohio 43004-9200 (UEI: DV4GC4LJ1AW3). The estimated total value of the procurement is over the micro-purchase threshold but at or below the simplified acquisition threshold (SAT).

The justification for restricting competition is based on a brand name restriction, as these parts are manufactured by Marine Jet Power AB, an Original Equipment Manufacturer (OEM) in Sweden. The Coast Guard determined that technical data necessary to assess equal or alternate equipment meeting performance, fit, form, and function requirements is unavailable. The parts are critical for proper asset operation, and any attempt to manufacture them without proper manufacturing drawings, specifications, tolerances, test procedures, and other relevant information could result in major mission degradation. Fair and reasonable price determination was established through market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in a related industry. The technical and requirements point of contact signed the justification on May 26, 2026, and the contracting officer, Bryan Anthony Duffey, signed on the same date.
